Summary
Responsible for responding appropriate equipment or personnel to emergency and non-emergency calls for fire and emergency medical services as well as on call department services. Identifies and dispatches appropriate units; complies with USAP policies and procedures to ensure the safety of all public safety responders and the public.
Position Responsibilities
* Maintain a safe and clean workplace and ensure that safety is the highest priority in the workplace.
* Under the direct supervision of the dispatch supervisor, supervise and operate all communications and computer management for the Antarctic Fire Department; day-to-day operation of the fire department dispatch center, including base station, portable and mobile radios, computers, printers, copiers, fax machines, pagers, VHF radios, fire alarm receiving system, and administrative phone lines.
* Provide direct supervision of all subordinate communication coordinators (dispatchers).
* Monitor the automatic fire alarm system and dispatch emergency responders and/or technicians as appropriate and create corresponding service requests for technicians.
* Monitor, answer, and interpret various equipment indicating facilities emergencies; prioritize information, delegate to the appropriate trade, and create service requests for emergency facility work orders.
* Communicate with and notify emergency service personnel (Fire Fighters, Search and Rescue (SAR), fire Technicians, Medical staff, Spill Response personnel, etc.).
* Monitor and operate HF/VHF/Satellite telephone equipment, various radio equipment and assist communications technicians with troubleshooting equipment when necessary.
* Assist with operational aircraft communications, including uncontrolled airfield announcements and distributing aircraft movement reports to field camps, other stations, fire personnel and other departments.
* Maintain knowledge of, and track, vehicle movements, field parties and Recreation groups in accordance with the USAP safe travel policy and field camp check-in policies; initiate EOC procedures as required.
* Perform communication related data entry using Software, Word, Excel, Power Point, Outlook and other applications; produce accurate and timely reports for all logs and reporting systems.
* Thoroughly communicate current and pertinent information during every shift exchange.
* Coordinate international communications and relay information to appropriate agencies.
* Handle sensitive information in a confidential manner and in accordance with PII/SI/PHI policies and procedures.
* Interact with the National Science Foundation, military and other agency officials, both over the phone and in person, professionally and in a tactful manner.
* Provide set-up and communications staffing personnel for the Emergency Operations Center (EOC) during emergency events and drills.
* Coordinate radio communications as required during Fire Department, SAR or mass casualty events/drills, and convey instructions via UHF/VHF/HF/Satellite as directed by the EOC Director.
* Notify communications technicians when equipment malfunctions or failures occur.
* Provide communication support to personnel in the field.
* Monitor vehicle travel away from station during winter and win-fly; initiate SAR procedures as required.
* Work a varied schedule to ensure 24/7 coverage of the communications center, including day shift, night shift, station holidays and events.
* Assist Dispatch Supervisor in training, quality assurance reviews and special projects of subordinate communication coordinators (dispatchers).
* Perform other duties as assigned by Dispatch Supervisor.
Required Education, Experience, Certificates and Licenses
* High School diploma or GED.
* 4 years of emergency services (Fire, EMS, and/or Law Enforcement) dispatch experience or two years as a Dispatcher with the Antarctic Fire Department.
* Must hold a valid emergency dispatcher certification from APCO, NENA, or a state agency, and/or a DoD Telecommunicator I/II certification.
* Incident Command System (ICS) 100 and 200 certifications are required for offer consideration (training offered through FEMA).
Expected Skills and Competencies
* Computer skills required, including Word, Excel, PowerPoint and e-mail applications. Good judgment and exceptional communication skills.
* Ability to independently prioritize requests by level of urgency.
* Ability to work unsupervised and possibly alone during various levels of urgency and call volume.
* Compliance with applicable safety, environment, health, and waste management policies and procedures.
Preferred
* At least two years' previous supervisory experience.
Physical and/or Other Requirements
* Willingness and ability to deploy to Antarctica for extended periods.
* Successful completion of Medical and Dental examinations required by the NSF for deployment to Antarctica.
* Successful completion of drug screening and background check required by employer.
* Successful completion of Federal Background Check required by the NSF.
* Willingness and ability to lift and move items, parts, assemblies, and equipment up to the safety regulation maximum as required by the position.
* Willingness and ability to perform physical activities including heavy lifting, climbing in and out of equipment, crawling, and working outdoors in extreme cold as required by the position.
* Participation in community programs such as "house-mouse," "daisy-picking," recycling efforts and safety objectives.
* Valid Driver's License issued in the United States.
* Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.
