What you'll be doing

Atturra is seeking two (2) highly experienced Tier A Operational Environment and Effects (OEE) senior planners to support the Combat Training Centre (CTC) in the design, development, and delivery of advanced collective training activities and three (3) experienced planners to support the Combat Training Centre (CTC) with Tier B Operational Environment and Effects (OEE) planning across the Advanced Collective Training (ACT) program.

These roles provide high level operational, environmental, and sustainment planning expertise to ensure exercises reflect credible, contemporary, and realistic conditions. Each role represents a different functional perspective and contributes to building a comprehensive training environment.

Roles
* OEE Lead – Operational Focus (Tier A) Rank requirement: Minimum O6 level competence/capacity commensurate (having been a COL is not a pre‐requisite). Key Responsibilities:
o Providing operational leadership, senior level planning direction, and integration of operational environment effects across major training activities.
* OEE Senior Planner – Information & Awareness (Tier A) Rank requirement: Minimum O5 level competence/capacity commensurate (having been a LTCOL is not a pre‐requisite). Key Responsibilities:
o Contributing environmental, informational, and situational planning insights that shape complex training activities.
* Mid‐Level Planner – Tier B Rank requirement: Minimum O4 level competence/capacity commensurate (having been a MAJ is not a pre‐requisite); at least two of the three positions must be filled by individuals from Combat Arms or Combat Support backgrounds. Key Responsibilities:
o Supporting exercise planning and scenario development within assigned Core Events teams.
o Providing environmental, organisational, and contextual input during exercise design.
o Producing high quality planning artefacts that support activity preparation and execution.
o Assisting with synchronisation of planning timelines, integration of training elements, and alignment with training objectives.
o Representing OEE considerations and providing functional advice during planning forums.
o Supporting planning for activity control measures, timelines, and coordination requirements.
o Assisting during execution phases by supporting coordination, responding to planning related requests, and contributing to activity management processes.
o Contributing to post‐exercise reviews, reporting, and continuous improvement processes.
o Under‐studying Tier A OEE planners and providing functional depth across operational, situational, and sustainment planning considerations.
Key Responsibilities – Across Tier A Positions
* Supporting the design and development of realistic exercise scenarios.
* Preparing structured planning material and supporting documentation.
* Participating in planning conferences, design workshops, and working groups.
* Providing subject matter expertise within each functional domain.
* Contributing to the alignment of exercise design with training objectives.
* Supporting planning, synchronisation, and activity coordination during execution phases.
* Assisting with reviews, observations, and reporting for continuous improvement.
* Collaborating with other planners, coaching staff, and training stakeholders.
Working Environment & Conditions – Tier A
* Townsville based personnel preferred; high‐performing remote candidates considered.
* Engagement profile: up to 150 days in FY26/27 and 75 days in FY27/28.
* These are Permanent Part‐time positions.
* Travel to various Defence locations (up to 15 trips annually).
* Standard work hours during planning; extended hours may be required during major activities.
* Work may be conducted across barracks locations, headquarters, or pre‐approved remote sites.
* All outputs must comply with Defence information management practices.
Working Environment & Conditions – Tier B
* Townsville preferred; remote arrangements may be considered for the right candidates.
* Up to 220 days in FY26/27 and 110 days in FY27/28 per planner.
* These are Permanent Full‐time positions.
* Travel up to 15 trips per year to Defence locations and training areas.
* Standard planning hours apply, with potential extended periods during major activities.
* Work will occur in barracks locations, headquarters environments, or approved remote settings.
* All documentation and deliverables must comply with Defence information management requirements.
Qualifications – Tier A
* NV1 (SECRET) clearance (one NV2 preferred across the three roles).
* Senior military planning experience commensurate: O6 (Colonel) for the operational lead role; O5 (Lieutenant Colonel) for the information role.
* Demonstrated experience in formation level or higher headquarters planning.
* Understanding of land‐based training, collective training design, and exercise management.
* Ability to produce high quality planning artefacts and documentation.
* Strong communication skills and confidence engaging senior Defence stakeholders.
* Experience in joint or multi‐agency planning environments desirable.
* Ability to work independently and as part of an integrated planning team.
* Ability to travel domestically for planning events and training activity support.
Qualifications – Tier B
* NV1 security clearance minimum (one NV2 highly desirable across the team).
* Military planning experience at O4 level or higher.
* Demonstrated experience contributing to large‐scale training, planning cycles, or operational design processes.
* Ability to prepare clear, structured planning material and articulate planning considerations to diverse stakeholders.
* Strong communication, collaboration, and time‐management skills.
* Experience working in multidisciplinary or joint planning environments beneficial.
* Ability to travel domestically for planning activities and exercise support.
