Within PEPI, our healthcare team is dedicated to improving the health and wellbeing of Australians through evidence-based, data-driven approaches to healthcare service planning, system transformation, and strategic advice. We work on some of the nation's largest and most complex health reform programs, collaborating with diverse stakeholders to deliver measurable and lasting impact.This role provides a rare opportunity to build, shape, and lead a growing national Health Service Planning team, playing a foundational role in developing capability, culture, and practice leadership.
Your Opportunity
This is a unique opportunity for an experienced health service planning professional to join our high-performing PEPI team. As an Associate Director focused on health service planning, you will lead the design and delivery of innovative and practical solutions for clients across complex healthcare systems. Your strategic insight, problem-solving expertise, and ability to build trusted relationships will enable clients to address pressing challenges and meet evolving community needs.
Key areas of focus include
* Needs Assessment and Service Planning Use data, guidelines and frameworks to develop evidence informed needs assessments and actionable service and system-level plans.
* Innovation in Planning Approaches Champion innovative approaches in service planning to adapt to dynamic healthcare environments and evolving population health demands.
* Stakeholder Engagement Build and maintain trusted relationships with decision-makers, clinicians and communities to ensure planning meets the differing needs of important system stakeholders.
* Client Delivery Oversee the delivery of projects spanning strategic policy reform, health system transformation, commissioning, programme review, and performance improvement.
* Leadership & Team Development Manage and mentor multidisciplinary teams, fostering a culture of collaboration, capacity building, and professional development.
* Business Development Lead business development activities, producing winning proposals (e.g., RFPs, RFTs, and RFQs) and identifying opportunities to expand our health service planning practise.
* Collaborative Problem-Solving Partner with clients and internal teams to co-create and implement solutions that are evidence-based, sustainable, and impactful.

* Hands‑On Technical Delivery Required We're looking for a candidate who thrives on hands‑on technical delivery in health service planning and enjoys producing high‑quality, evidence‑based outputs. You'll have the opportunity to apply your expertise directly, shaping impactful planning work rather than focusing solely on project oversight
* Project Leadership Strong project and program management capabilities, including managing concurrent complex engagements, scoping projects, and delivering high-quality outcomes on time and within budget.
* Communication & Stakeholder Management Exceptional written and verbal communication skills, including experience writing for government audiences and effectively presenting complex findings in clear, actionable ways.
* Team Leadership A collaborative, team-oriented approach, with experience in managing, mentoring, and building the capacity of others.
* Ability to Innovate A track record of driving innovation in service planning approaches, demonstrating creative problem-solving to meet evolving system challenges.
* Professional Experience Experience in health policy development, health planning consultancy, or service delivery in areas such as public hospitals, primary care, community health, or private healthcare systems.
Qualifications
* A relevant degree at undergraduate or postgraduate levels (e.g., health management, health planning, economics, public policy, or related fields).
* A minimum of 5+ years' professional experience in health service planning, healthcare system reform, or health policy.
* Experience in management consulting or public sector health service planning (preferred but not essential).
