About Us :

The Women’s Centre is a not-for-profit service offering a range of supports to women and their children in Townsville and outreach to the local region. Outreach areas include Ingham, Ayr, Charters Towers and The Townsville Women’s Correctional Facility. The Women’s Centre is a women’s only space incorporating the following services; Specialist Homelessness Service, Women's Health and Wellbeing Service, Sexual Assault Support Service, and a 24hour interagency Sexual Assault Response Service.

About You :

* Bachelor's degree in Business, Legal, Finance, Accounting or Risk Management with extensive relevant experience or less formal qualifications with acquisition of considerable skills.
* First Aid Certificate or willingness to obtain one desirable

Essential Registrations:

* Current Working with Children Blue Card.
* Current valid Queensland, Open, C class driving licence.
* Right to Work (Australian/New Zealand passport; Australian/New Zealand Birth Certificate or Citizenship Certificate or International Passport & Visa)

Position Summary :

Oversee the functions of Risk and Governance, Finance, Human Resources and Work Health and Safety, Information Services and Technology for NQCWS Inc.

Oversee and deliver appropriate and timely financial support to the organisation to meet legislative requirements and comply with Service Agreement accountability requirements.

To maintain the organisations tax concessions and exemptions under the Income Tax Assessment Act 1997 and enact employer obligations as instructed through the organisation’s governance and policy documents.

To provide leadership, management and support to the Administration Team.

Key Requirements :

* Previous experience managing various corporate functions such as Finance, Administration, Human Resources, Risk and Governance and IT.
* Well developed leadership, management, coaching and mentoring skills.
* Experience of IT and communications management, business administration, and risk management.
* Applied knowledge of WHS compliance, industrial relations, modern awardsFair Work and general employment legislation.
* Demonstrated ability and knowledge of a range of computer programs including Microsoft Office 365, MS Teams, Sharepoint, email and internet.
* Well developed time management and organisational skills with the capacity to work at pace in a multifaceted corporate NGO.
* Demonstrated high levels of verbal, written and interpersonal communication skills, including experience in preparing and writing high level reports and proposals.
* Experience with accounting practice including processing payroll and MYOB AccountRight or equivalent accounting software.
* Experience of not-for-profit sector and Incorporated Associations.
* High level of understanding of IT network systems and maintenance, including hardware and software programming and capabilities.

Organisation

The North Queensland Combined Women's Services Inc (NQCWS) known as The Women’s Centre operates from a broad feminist perspective and is welcoming of all women. The Women’s Centre recognises that the sociopolitical environment has a direct influence on the experience of women in society; and further considers the intersections of power and privilege and how this shapes the diverse experiences of women and their access to opportunities and resources. The Women’s Centre embraces a strong commitment to social and political change to support the safety and wellbeing of all women.

The Women's Centre offers a Specialist Homelessness Service, a Women’s Health Service and the Townsville Sexual Assault Support Service which is a key partner within the Sexual Assault Response Team – Townsville Region. The Women's Centre provides trauma and violence informed therapeutic counselling, crisis support, holistic and practical case management support, advocacy, information and referrals to other appropriate services and therapeutic and social inclusion groups. Services offered may be centre based, mobile, outreach and/or co-located in other locations as appropriate.

The Women’s Centre aims to promote meaningful personal, social and political change by validating women's experiences, advocating for women's rights and working towards the prevention of gendered violence through awareness raising, community education and social action.

* Employees also may be required on occasion to work outside ordinary hours.

Responsibilities

* Applies high level specialist knowledge to work towards achieving the objectives of NQCWS.
* To demonstrate high level discipline knowledge, understanding and commitment to social justice and feminism and to foster an environment dedicated to the celebration and promotion of feminist principles.
* To meet the requirements of the service agreements with all Government Departments and funding bodies.
* Provide leadership, guidance and support to the Administration Team and various administrative functions.
* To contribute to the quality system continuous improvement.

Duties

* In conjunction with the CEO and other NQCWS workers, contribute to the effective and efficient operation of the organisation.
* To lead/oversee financial matters relating to the organisation, including budgeting, financial performance reports and audit preparation of accounts and grant acquittals, in accordance with due dates.
* Contribute to the development of, understand and implement service policies and quality systems.
* To participate with the CEO, staff, management and the Leadership Team in Women’s Centre meetings, in policy formulation and the strategic planning of future directions of the Service.
* Attend staff and leadership meetings as appropriate, sharing on a rotating basis responsibility for taking minutes and meeting facilitation.
* Maintain the organisation’s obligations under the Fair Work Act, Modern Awards and Workplace Health & Safety Act.
* Other duties as requested by the CEO and/or Management Committee.

Administration

* In conjunction with the CEO and Management Committee, ensure all legal requirements of the organisation are met, including compliance with industrial relations legislation, workers' compensation, and insurance disclosures.
* Ensure compliance with the Incorporated Associations Act and maintain the organisation's Membership records,minutes of meetings and authorised instruments.
* Oversee and ensure the accurate and confidential safekeeping of the organisation’s Human Resources records.
* Ensure appropriate management of organisation's assets and property.
* Prepare the Annual Report and membership information for the Annual General meeting.
* Manage commercial? contracts for the organisation, ensuring all legal and performance requirements are met and maintained.
* Contribute to communicate business information administration including brand identity, website and social media publishing across areas of responsibility.
* Contribute to funding submissions and liaison with funding bodies when required.

Risk Management

* In consultation with the CEO and Management Committee lead the identification and management of enterprise risks to the organisation.
* Lead the Risk Management Strategy to develop appropriate security compliance for data storage and security of personal information.
* Manage the organisation’s fixed asset register, ensure security of investments, minimise risk and implement financial policies for internal control and protection of the organisation’s finances.
* Evaluate, source and maintainadequate levels of insurance cover for the organisation’s assets, professional indemnity and public liability needs.
* Responsible for maintaining security and safety of premises, including issue of keys and security code information for staff, volunteers and contractors.
* Act as the Service representative to ensure compliance with Workplace Health and Safety requirements.

Financial

1. Oversee the preparation and recording of all required financial records, including data entry,
