Primary objective
Provide proactive front-line services to support the secure, lawful and enjoyable use of the Darwin Waterfront Precinct by conducting routine patrols, providing information and assistance to the public, and enforcing relevant legislation, by-laws, and traffic regulations to ensure pedestrian, vehicle and public space compliance.
Context statement
The Darwin Waterfront Corporation (DWC) is a statutory authority established under the Darwin Waterfront Corporation Act to develop, manage, and promote the precinct for community benefit, residential and business use, and as a venue for events and entertainment. The position is often the first responder to incidents within the precinct and has legislative authority to issue infringement notices and support legal enforcement under the Act and associated by-laws and regulations.
Key duties and responsibilities
- Conduct regular patrols to monitor and respond to breaches of parking, pedestrian behaviour and the use of public spaces across the Darwin Waterfront Precinct.
- Provide accurate and professional information and guidance to visitors, residents, and workers about parking, traffic rules, public space use, and local regulations.
- Identify and investigate breaches of the Darwin Waterfront Corporation Act, by-laws, NT traffic regulations and the Australian Road Rules, and issue infringement or trespass notices as appropriate.
- Check for valid use of parking permits and electronic payments in special zones including accessible, loading, restricted and timed areas.
- Identify hazards, report asset damage or faults (e.g. signage, meters, payment terminals) and assist in the upkeep of infrastructure.
- Manage incidents of anti-social behaviour or public safety risks, escalating to management when required.
- Assist with enforcement operations during major events and support broader compliance, safety and community engagement objectives.
- Maintain accurate records of patrols, infringements and incidents in electronic systems and logs.
- Build positive working relationships with stakeholders, members of the public and other team members to promote a safe and welcoming precinct environment.
- Assist in the management of contracted security personnel.
Selection criteria
Essential
- Proven ability to interpret and apply relevant legislation, by-laws and traffic regulations.
- Strong interpersonal and communication skills, including the ability to provide clear, consistent information, manage conflict with tact and professionalism, and negotiate effectively.
- Sound judgement and problem‑solving skills in fast‑paced or unpredictable environments.
- Experience working independently and as part of a team in operational or a field‑based role, including solving routine and operational issues.
- Understanding of and commitment to public safety, community and customer service, and cross‑cultural communication.
- Ability to follow established procedures and escalated incidents appropriately when required.
- Familiarity with electronic recordkeeping.
- An ability to interact effectively with people from diverse cultural backgrounds.
Desirable
- Previous experience issuing infringement notices or working in a local law enforcement, security or regulatory compliance role.
- Knowledge of the Darwin Waterfront Corporation Act and by-laws, NT traffic regulations, and Australian Road Rules.
Further information
- Have no significant criminal history record, confirmed by a criminal history check.
- Hold a current NT "C" Class driver’s licence and a Working with Children Clearance (Ochre Card).
- Obtain a current Senior First Aid Certificate within the probationary period.
- Be available to work over weekends and public holidays, as occasionally required.
- Be willing and able to work outdoors in a physically active role.
