The Projects Manager will ensure the effective and efficient delivery of Council projects, including public infrastructure, marina, civil, building and facility, landscape construction, maintenance and renewal projects. The position is responsible to the Manager, Grants & Projects. The position will be tasked with the delivery of projects that may involve land tenure, contract management, community engagement and procurement.
The Projects Manager will work with the General Manager Environment & Infrastructure and Manager – Grants & Projects to oversee delivery of infrastructure projects, neighbourhood renewal initiatives, built-form facility upgrades and other key Council strategic projects.
What does this Position do?
Reporting to the Manager – Grants and Projects, the Projects Manager will be responsible to deliver key capital and renewal projects. The Projects Manager will use the project governance structure and relevant Council policies to deliver transformative projects for the City of Port Lincoln. This role will be required to provide end-to-end project management services which includes ensuring both the design and delivery is within scope and budget. The role will require effective stakeholder engagement, risk management, contract management, performance monitoring, financial management and reporting, to drive projects from approved conception stage to project closure which includes, the management of the commissioning and the defect and liability period within the scheduled timeframe.
The role will be accountable for the quality, effectiveness, timeliness and delivery of projects under their control as well as safety, people management, compliance and security.
Key Objectives
* Management of a broad range of Council projects including any stakeholder engagement, risk management, contract management, performance monitoring, financial management and reporting to drive projects from approved conception stage to project completion and defect liability management, commissioning and maintenance plan development/handover.
* Provide professional advice and information for capital project planning for infrastructure, public domain works, policies, guidelines and plans to ensure effective delivery of complex projects.
* Coordinate the procurement of consultants and manage internal and external stakeholders to ensure the effective and timely delivery of projects consistent with City of Port Lincoln requirements.
* Plan and develop any required community engagement programs for the delivery of projects.
* Work closely with the Manager - Grants & Projects, the General Manager Environment & Infrastructure and broader team to successfully deliver the identified projects from the annual capital works program within the set timeframe.
* Participate in the development of feasibility assessments, planning, design, and preparation of business cases to support grant applications as required.
* Regular liaison and relationship management with relevant stakeholders within Council, to enable positive working relationships and successful project outcomes, and to deliver against service agreements that set out project management responsibilities.
* Monitoring and reporting as necessary to key stakeholders identifying clear project specifications, issues, deliverable, risk, quality, procurement, budget, and resources.
* Any other accountabilities or duties as reasonably directed by the Manager - Grants & Projects, General Managers or CEO which are within the employee's skills, competency, and training.
* Participate in the implementation of the City of Port Lincoln WHS & Risk Management Plan, budget preparation and annual reporting.
* Ensure incidents, near miss, injuries, property damage and hazards are reported, investigated, and actioned in line with Council and legislative obligations.
* Demonstrate proactive WHS and Return to Work compliance.
* Ensure appropriate human resources processes are engaged for managing our people

Essential Qualifications, Experience, Knowledge & Skills
* Significant experience in project management, developing and planning infrastructure and/or built-form construction projects.
* Significant experience in contract management, contractor performance management, defect liability management and commissioning of completed projects.
* Thorough knowledge of statutory requirements as they relate to management of local government infrastructure and procurement procedures.
* Knowledge and experience in contract management, grant application and management and conflict resolution.
* High levels of financial acumen, budget development and control
* Demonstrated initiative, self-motivation and ability to work and meet deadlines independently and as part of a team environment.
* High level of interpersonal and written communication skills including negotiating, presenting, report writing and problem solving.
* High level of computer literacy and demonstrated understanding of Program and Project management systems.
* Current Class C drivers licence.

Qualifications, Experience, Knowledge & Skills
* Tertiary qualifications and experience in Civil &/or Construction Project Management.
* Tertiary qualifications and experience in Civil Engineering or Design or equivalent.
* Capacity to promptly identify and respond to changes in legislation or external factors impacting on Council operations.
* Ability to develop relationships with customers through the determination of needs, management or processes and delivery of standards.
