2027 treasury graduate development program - indigenous affirmative measure

Do you want to make a direct impact in the way government develops and implements policies for Australia?

We are committed to making graduate positions accessible to Aboriginal and Torres Strait Islanders through this Indigenous Employment Affine Measure process. While merit remains the basis for selection, engagement, and promotion, this process is only open to people of Aboriginal and/or Torres Strait Islander heritage.

In addition to relevant academic qualifications, we're looking for graduates who are analytical, curious and passionate about public policy and economic issues. Graduates should be collaborative, flexible and resilient, have strong communication skills and be open to trying new work.

About our program

Our program runs for 2 years with 3 x 8-month rotations in different work areas, allowing you to gain experience across the department. Graduates nominate work areas of interest for their second and final rotations, and work placements are based on your skills, academic qualifications and Treasury's portfolio responsibilities.

You will contribute to work that informs key Australian economic policy in areas including:

* fiscal
* housing
* international, corporate and investment
* markets
* revenue, small business and law

Graduates will be based in Canberra and commence at the APS Level 3 with a salary of $78,645. Our graduate pathway enables your career and salary progression as your capability develops.

Daily tasks may include:
* research
* analysis
* briefing
* coordination
* advice, and
* support on policies and initiatives related to existing and emerging government priorities.

To apply for our 2027 Graduate Development Program – Indigenous Affine Measure, you must meet the following eligibility criteria:

* be of Aboriginal and/or Torres Strait Islander heritage
* provide confirmation of heritage prior to commencement of the program
* be an Australian citizen (or become an Australian citizen by December 2026)
* undergo any police, character, health or other required checks.
Education requirements

hold an Australian‐recognised undergraduate qualification (bachelor's degree or higher), completed, or to be completed within the last 5 years. For example, you have or will complete your degree between 1 January 2022 and 31 December 2026

* if your degree is from an overseas university, you will need to provide a statement from an Australian state or territory government overseas qualifications unit
* performed well in your studies
Be willing to:
* move to Canberra for the program duration
Skills

The Treasury does not require graduates to have prior professional experience to apply. We're looking for graduates with strong analytical thinking and collaborative skills, who are flexible, curious, and resilient and have strong written and communication skills.

If you bring transferrable skills, a willingness to learn, and genuine curiosity, we want to hear from you. You might have developed these skills through experiences such as:

* parttime or casual work
* group university assessments or projects
* volunteering, caring responsibilities or community involvement
* sport, clubs or other team based activities
* strong analytical, communication or people skills
* a commitment to honesty, integrity and respect
Confirmation of Heritage

You can confirm your Aboriginal and/or Torres Strait Islander heritage through a number of Aboriginal and Torres Strait Islander organisations and bodies, which commonly include, but are not limited to, the following:

* Aboriginal and Torres Strait Islander land councils
* Aboriginal and Torres Strait Islander corporations
* Aboriginal and Torres Strait Islander medical service.
Submit without evidence

If you do not have the required evidence prior to applications closing, you can still apply. Attach a letter or email which outlines the steps you are taking to source your documentation. You will have to provide documented evidence prior to being offered a position.

Evidence types
* letter signed by the Chairperson of an incorporated Indigenous organisation confirming that you are recognised as an Aboriginal and/or Torres Strait Islander person, or
* confirmation of Aboriginal and/or Torres Strait Islander descent form executed by an Indigenous organisation.

Application Question

Working as a graduate at the Treasury involves providing advice to the Australian Government and helping implement policies and programs that deliver outcomes for Australians. In 250 words or less, tell us what attracts you to this work. Describe two strengths you would bring to Treasury (from study, work, volunteering or community involvement) and how you would apply them in a graduate rotation.

Notes

A merit pool will be established to fill similar future ongoing vacancies, if they become available within the 18 months of the date that this recruitment was advertised. Candidates should note that the merit pool is intended for use prior to the commencement of the graduate program only.

The Treasury also leads graduate recruitment for the Australian Government Graduate Program (AGPP) - Economist Stream. You can apply for graduate roles at several participating Australian Public Service departments and agencies who are seeking Economist Graduates, through one application.

The Economist Stream will be advertised 2 March 2026, and you can apply for both the Treasury Graduate Development program and the Economist Stream Graduate recruitment processes - just make sure to check the eligibility requirements.
