Your opportunity
TheRegional Operations Manager - Retail provides leadership, direction, and oversight for facilities management operations across the Retail portfolio. The role ensures consistent delivery of operational standards, compliance, financial performance, and customer service outcomes. It is accountable for resource allocation, safety performance, and the delivery of maintenance and capital works programmes in line with business objectives.
The role will lead Facilities Managers, Senior Facilities Managers, and Operations Managers, ensuring all assets are presented and operated to the required standard and within approved budgets. The role works closely with the Technical Operations and Delivery (TOD) and Portfolio Management structure and is supported by Technical Operations Managers and TOD teams who provide specialist technical advice and delivery input.
What you'll be doing
TheRegional Operations Manager - Retail holds functional accountability for the responsibilities outlined below. Delivery is largely undertaken through the on-site facilities teams, who are responsible for execution within their respective assets and the TOD Teams.
* 1. Operational Leadership and Resource Management
* Provide day to day operational leadership to Facilities, Senior Facilities, and Operations Managers across the region.
* Set operational priorities and performance expectations to ensure consistent execution of maintenance, compliance, safety, and presentation standards.
* Oversee workforce planning and resource allocation to ensure effective coverage, appropriate skills mix, and efficient use of personnel.
* Provide escalation support for onsite operational issues, incidents, and tenant concerns.
* Ensure operational actions support both technical requirements and customer outcomes.
* 2. Financial and Budgetary Control
* Lead the preparation, review, and management of operational and capital budgets for the state, ensuring expenditure aligns with asset, portfolio, and fund objectives.
* Monitor financial performance, identify variances, and implement corrective actions where required.
* Approve and oversee operational expenditure in line with procurement policies and delegation frameworks.
* Provide consolidated financial reporting and analysis, highlighting risks, efficiency opportunities, and emerging cost pressures.
* 3. Safety, Compliance, and Risk Management
* Ensure all facilities comply with statutory, safety, and environmental regulations, and that risk controls are implemented and maintained.
* Enforce Mirvac's safety management systems, leading or overseeing incident response, investigations, audits, and continuous improvement actions.
* Maintain oversight of fire safety, essential services, and emergency preparedness across all sites in the state.
* Ensure InterRisk actions and other compliance requirements are monitored, closed out, and escalated where necessary.
* Promote a strong safety culture that prioritises risk awareness, audit readiness, and regulatory compliance.
* 4. Contract and Vendor Performance
* Oversee the delivery and performance of contracted services, ensuring compliance with contractual obligations and service level standards.
* Direct Facilities and Senior Facilities Managers in managing contractor relationships, performance reviews, and rectification actions.
* Lead or support procurement and tender processes for state based operational services, working with Procurement and Commercial teams.
* Ensure all vendors operate in line with Mirvac's safety, compliance, and operational expectations.
* 5. Asset and Project Delivery
* Direct and approve maintenance programmes, lifecycle works, and capital projects across the state from an operational perspective.
* Oversee project scoping, procurement, and delivery to ensure works are completed safely, on time, on budget, and to the required standard.
* Monitor performance of external project managers and contractors, ensuring effective coordination with on site teams.
* Ensure operational readiness, commissioning, and handover processes support ongoing asset performance and compliance.
* 6. Stakeholder, Portfolio, and Asset Management Interface
* Act as the primary operational interface with Portfolio and Asset Managers for the state.
* Provide regular operational updates, risk insights, and resourcing information to inform asset and portfolio decisions.
* Ensure operational decisions support broader asset objectives, investment strategies, and tenant expectations.
* Support Portfolio and Asset Managers during lease negotiations, renewals, and tenant engagement on operational matters.
* 7. Interface with Technical Operations Managers
* Work closely with the Technical Operations Managers to ensure technical risks, compliance issues, and engineering matters are identified, assessed, and addressed.
* Use TOM advice to inform operational decisions, while retaining accountability for resourcing, prioritisation, and delivery.
* Coordinate technical and operational inputs to capital planning, lifecycle strategies, and major projects.
* Support consistent application of technical standards and procedures across the state.
* 8. People Leadership and Capability Development
* Provide strong leadership to Facilities, Senior Facilities, and Operations Managers, setting clear expectations and accountabilities.
* Manage performance through regular reviews, feedback, and development planning.
* Identify capability gaps and work with TOMs and TOD to deliver targeted technical and compliance training.
* Drive engagement through recognition, communication, and professional development initiatives.
* Support succession planning by identifying and developing high potential team members for future operational and technical roles.
What you'll bring
* Demonstrated experience leading facilities management operations across a multi‐asset or geographically dispersed portfolio.
* Proven experience providing day‐to‐day operational leadership to Facilities Managers, Senior Facilities Managers and Operations Managers.
* Strong background in budget preparation, financial management and cost control, including operational and capital expenditure.
* Hands‐on experience managing statutory compliance, safety and operational risk, including fire safety, essential services and emergency preparedness.
* Experience overseeing maintenance programmes, lifecycle works and capital projects, from planning through to delivery.
* Demonstrated capability managing contracted service providers, including performance management, tendering and procurement processes.
* Experience working closely with Portfolio and Asset Managers to align operational delivery with asset objectives and tenant outcomes.
* Proven ability to lead incident response, escalations and complex operational issues in a high‐risk, customer‐focused environment.
* Strong working knowledge of facilities management practices across retail assets.
* Sound understanding of statutory compliance frameworks, safety management systems and audit requirements relevant to FM operations.
* High level understanding of maintenance planning, lifecycle strategies and capital works delivery from an operational perspective.
* Excellent people leadership and performance management skills, including coaching, capability development and succession planning.
* Strong stakeholder management skills, with the ability to balance operational, technical and customer priorities.
