POSITION PURPOSE/OBJECTIVE
The Strategic Workforce Planner leads the development and delivery of Council’s
strategic workforce planning approach to ensure a sustainable, capable and future-ready
workforce. Reporting to the Program Leader Strategic Workforce, the role undertakes
workforce supply and demand forecasting, scenario modelling and gap analysis, and
partners with leaders to identify future capability needs and workforce risks. The position
proactively anticipates emerging workforce challenges, integrates workforce insights into
organisational planning cycles, and provides evidence-based recommendations that
support long-term workforce decisions. This role ensures workforce planning is future-
focused, strategically aligned and contributes to Council’s ability to deliver its
organisational priorities and community outcomes.

KEY RESPONSIBILITIES


* Support the development and ongoing maintenance of Council’s Strategic Workforce
Planning process including councils service workforce plans under the guidance of the
Program Leader Strategic Workforce.
* Conduct workforce forecasting, scenario modelling and analysis to identify emerging
capability, capacity and skill needs.
* Anticipate and analyse emerging workforce risks and provide evidence-based
recommendations to support long-term decision-making.
* Support the integration of workforce data and insights into organisational planning,
service planning, and project planning activities.
* Prepare workforce planning reports, dashboards and data summaries for Program
Leader and senior leader review.
* Partner with service managers, and key business units to gather workforce
information, understand operational needs and support development of service
workforce plans.
* Facilitate workforce planning discussions, workshops and consultation activities
across the organisation.
* Monitor and interpret workforce trends, internal data and external labour market
information to inform planning.
* Ensure workforce planning processes, data and reporting are accurate, compliant and
aligned with Council’s governance requirements.
* Drive continuous improvement in workforce planning practices, methodologies, tools
and organisational capability.

Workplace Health & Safety
Ensure compliance with WHS obligations and responsibilities as outlined in Councils
policies and procedures and under the relevant WHS legislation. These include but are
not limited to: identifying potentially unsafe situations or work practices and notifying your
Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative);
never performing a task that you believe is dangerous or for which you do not have the
experience, or have not received appropriate instructions and training or where the correct
equipment to carry out the task safely is not available; always work in a safe manner and


in accordance with safety instructions, where applicable; use the work equipment supplied
for the job, in accordance with the manufacturer's instructions), and any personal
protective equipment, which the Council deems necessary and has provided; be safety
aware and report any actions to your line manager which will assist the Council to meet
its legal workplace health and safety obligations.
You have the right to cease or direct cessation of unsafe work. In addition, you are required
at all times to comply with Councils Asbestos Management Plan and Policy.
Compliance & Risk
This position will ensure that all activities comply with relevant legislation and risk
management plans where applicable are managed.


COMMUNICATION
This role requires advanced oral and written communication skills to support workforce
planning activities across Council, including the development of workforce planning
framework, support materials and working with leaders to build capability in workforce
planning. The position will research, analyse and interpret complex workforce information
and present it in a clear and accessible way. The position prepares reports, data
summaries and briefing materials, and works closely with managers and business units to
gather information and clarify workforce needs. Strong interpersonal skills are essential to
build cooperative partnerships with key stakeholders and contribute to consultation
activities. The role must tailor communication to ensure workforce insights are easily
understood and can be used to inform strategic decision-making at senior and executive
leadership levels.


JUDGEMENT & PROBLEM SOLVING
The role requires advanced judgement and analytical thinking to support effective
workforce planning across Council. The Strategic Workforce Planner must be able to
interpret complex workforce data, identify emerging issues or trends, and escalate risks
or anomalies appropriately. The position assists in assessing workforce challenges by
gathering relevant information, evaluating options and contributing to evidence-based
recommendations. The role applies discretion in managing confidential workforce
information, will develop the workforce planning framework and processes and make
recommendations to the Program Leader when dealing with complex or unfamiliar
matters. A proactive approach to problem solving, attention to detail and the ability to
contribute to continuous improvement of workforce planning practices are essential.


AUTHORITY
The position is accountable for the effective management of the delivery of Councils
workforce planning framework and associated activities. The position will provide expert
advice and recommendations to the Program Leader Strategic Workforce in accordance
with the delegations provided for the position.


SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES
Required skills:


* Tertiary qualification in human resources, business, analytics, a related discipline, or
equivalent relevant experience.
* Demonstrated experience in workforce planning, HR analytics, human resources or a
related field, with the ability to research, analyse and interpret workforce information.
* Experience working with workforce data systems, reporting software, workforce
planning software and MS Office suite (excel, access, PowerPoint)
* Collaboration - Works cooperatively with colleagues, and partners with leaders and
stakeholders to achieve shared outcomes.
* Communication - Oral and written communication skills to ensure clear communication
that is professional and appropriate for different audiences; able to explain data and
insights in simple, accessible terms.
* Strategic Analytical Thinking - Interprets information accurately, identifies patterns and
contributes to evidence-based problem solving and recommendations.
* Planning and organising - Takes responsibility for planning, delivering high-quality
work, meeting deadlines and maintaining data integrity.
* Initiative -Takes a proactive approach, seeks clarification where needed and identifies
opportunities for improvement.
* Adaptability - Responds positively to changing priorities, workforce needs and
organisational direction.
* Attention to Detail - Ensures accuracy in data handling, documentation, modelling and
reporting.
* Ability to coach, train, develop and support key stakeholders in workforce planning
activities
