- Provide effective operational management, facilitation and development of Councils public library services
**About the role**
Provide a summary of the role:
The Team Leader Libraries is accountable for the effective and efficient operational management, facilitation and development of Councils public library services within the Mornington Peninsula Shire to meet community information, recreation, culture and lifelong learning needs.
The role will work in close collaboration with the Manager Community Services, Library staff, internal departments and external vendors to ensure that all Library buildings, facilities and equipment meet Council and Library standards and requirements. The role will also work towards upgrading infrastructure, processes and polices in conjunction with direct reports and the broader Libraries team.
Core responsibilities include:
- Provide clear and inspiring leadership and coordinate the development, delivery and evaluation of the Library service.
- Adopt sound financial project management practices by creating project budget estimates, monitoring budget performance, keeping budget records, and undertaking financial reporting.
- Provide project support services for the Libraries ongoing refurbishment, review and improvement program, including developing and collating documents and reports, monitoring and reporting on project progress against milestones and identifying project issues.
- Oversee the Library facilities, and actively make recommendations on Library space planning, Library furniture, equipment, shelving and security, evaluating these against changing student needs and emerging trends in public libraries.
- Oversee the development, implementation, monitoring and review of library service policies, procedures and strategies which enhance the capacity and performance of the library service. These include provision of high-level support to team members to undertake research and provide high level information and advice on specified issues and delegated projects, including external contracts.
- Build and sustain effective working relationships with a network of internal and external contacts to facilitate excellent communication and the delivery of effective project management services.
- Ensure staff and volunteers have adequate information, instruction, training and supervision to work in a safe and healthy manner, and coordinate risk management activities across the Libraries team including conducting risk assessments and annual site inspections and develop action plans to address identified risks as required.
**Skills, experience, and other requirements**
- Tertiary degree qualifications in Librarianship, Information Management or related discipline, or management qualification
- Extensive experience at a senior management level is desirable, preferably within a public library setting
- Extensive experience in the supervision of a large and diverse team
- Extensive experience in managing Library facilities including continuous improvement practices.
- Exceptional financial skills and proven ability to deliver complex and large-scale creative projects on time, within scope and on budget.
- Experience in local government or other complex organisations is desirable
- A highly developed understanding of general occupational health and safety principles and public safety principles.
- Well-developed planning, organisational, reporting and documenting skills.
- An Employee Working with Children Check
- Preparedness to undertake an Australian Criminal History Check
- A valid Driver's Licence
