HOBAN Recruitment is currently partnering with a respected **VIC Local Council **in the search for a highly capable individual to join as a **Change Analyst **located in **Narre Warren, VIC**.

**About the role**:
- The Change Analyst delivers change activities including assessment, analysis, development, documentation, and implementation of change to ensure successful implementation of projects and changes relating to the Business Essentials stream under the Strategy Innovation and Transformation division.
- The position manages stakeholder expectations about the program, generating buy-in to the solution, ensuring organisational alignment to deliver business engagement and change readiness.
**Duties and Responsibilities**:
- Contributing to the execution of change activities within the Business Essentials program, reporting to the Program Change Manager to ensure the successful implementation of projects under the Business Essentials strategy.
- Conducting comprehensive change analysis and business impact assessments using the PCI Change Methodology to guide change management efforts.
- Contributing insights to the development of change plans that are aligned with business needs, ensuring strategic cohesion.
- Creating relevant change artifacts including stakeholder analysis, change impact assessment, communications strategy and plan, business readiness assessment, training plan, transition plan, and change effectiveness measurement.
- Supporting Program Change Manager in stakeholder engagement and management, actively coordinating change-related functions.
- Participating in project forums and working groups, leveraging deep organisational knowledge to inform decision-making and enhance change analyses.
- Position Description
- Collaborating with training teams to align training needs with business requirements, designing and delivering training as needed. Evaluate business change readiness and implement interventions if necessary.
- Collaborating closely with the project team, operational business groups and teams, translating current and future state requirements into concise documentation and communications.
- Delivering a range of support services while managing tight deadlines, limited resources, and competing priorities.
**Qualifications and experience**:
- Tertiary qualifications or certifications in relevant fields such as Change Management, Human Resources, Organisational Development, Business, or Psychology.
- Understanding of IT systems (experience with TechnologyOne is desirable), cyber security, and data management
- Proficiency in using JIRA for activity and project management.
- ** Highly desirable**: Relevant change management certification (PCI, APMG, Agile Change Leadership, PROSCI) or equivalent demonstrated competency.
- National Police Check required prior to commencement of assignment
- Working With Children Check required prior to commencement of assignment
