Yugunga-Nya Native Title Aboriginal Corporation (YN PBC) is the registered native title body corporate for the Yugunga-Nya people.

On 2 November 2021, Native Title was awarded over 21,305 square kilometres of land in the Mid-West, including Meekatharra and Cue.

YN PBC is registered with the Office of the Registrar of Indigenous Corporations (ORIC) and is currently based in Burswood, Perth WA.


Position Objective

Reporting to the Board, the Chief Executive Officer will provide the organisation with strategic, transparent, ethical, and values-centred leadership.

Equally comfortable managing the external and internal aspects of the job, the Chief Executive Officer recognises the importance of these different spheres to the organisation’s ultimate success. Responsible for oversight and hands-on execution of all key functions, the Chief Executive Officer is responsible for the success of YN PBC through effective strategic planning, delivery of commercial and cultural objectives, Board governance and compliance and the engagement of external stakeholders. This position will co-ordinate and operate in a collegiate manner across programs and projects to meet the corporation’s objectives.


Key Duties and Responsibilities


Leadership

Develop and lead YN PBC in a way that embraces the mission and vision and all of YN PBC members, staff, contractors and advisors.

Be an effective public representative of YN PBC in public and private functions, forums and the media in order to attract and secure revenue and achieve commercial imperatives.

Drive and achieve agreed YN PBC cultural and commercial objectives.

Embody the principles of cultural competency and community healing and ensure they are incorporated into all activities of the YN PBC

Build and maintain a high-performance team with constructive relationships with clear accountability and commitment to delivery of results.

Manage key strategic relationships to facilitate the achievement of the goals.

Effectively communicate the organisation’s strategic direction and team expectations

Identifies opportunities and issues and addresses them.


Strategic Planning & Delivery

Develop YN PBC’s strategic plan to ensure the strategic objectives of the members are being met.

Lead the development of YN PBC’s cultural and heritage operations.

Oversee the management of YN PBC’s responses to future acts, including negotiations with proponents and government agencies.

Develop, review, and implement organisational strategies and systems aligned with YN PBC’s strategic plan.

Ensure delivery of outcomes from the YN PBC’s annual plan.

Lead strategic initiatives through successful due diligence and communication with the Board.

Encourage and facilitate a multi-skilled team approach and appropriate delegation of decision-making authority.

Undertake other tasks, relevant to this position, as requested by the Board.

Work collaboratively on commercial business development initiatives and initiate entrepreneurial projects including the setup of corporate structures (e.g., Pty Ltd entities, joint ventures, trusts) to manage royalties, equity, and service contracts

Oversee business planning, financial modelling, and operational readiness for each YN PBC entity set up

Have a high level of social and community development experience working with Aboriginal people and community’s including advanced skills in conflict resolution and cultural competence


Board Governance

Provide timely advice to the Board and suitable regular reports to the Board covering all aspects of strategy, policy and risk management.

Ensure the provision of high quality and ongoing governance training for Directors.

Assist the Board Chairperson in developing Board meeting agendas.

Develop the annual budget and oversee adherence to the budget by monitoring expenditures and revenues.

Manage the organisation’s financial health and operations and ensure fiscal sustainability and integrity.

Work with the Board to review and monitor budgets and reporting necessary for appropriate financial oversight.

Ensure compliance with all funding and business-related requirements and reporting.


Internal and External Relationships

Form productive and supportive relationships with the Board, Yugunga-Nya People’s Trust, staff, members, demonstrating an ability to understand their needs while being able to articulate the context within which YN PBC is operating.

Identify, develop, secure and nurture diverse relationships across government agencies, commercial and non-commercial partners and other key stakeholders, with the goal of promoting, developing and advocating for YN PBC and members in the local, state and national communities.

In consultation with Board Chairperson, serve as a public spokesperson for YN PBC in the media and the public.


Individual Commitment

Works collaboratively with the Board and staff across the business in support of YN PBC’s strategic objectives

Conform to YN PBC’s conditions of employment, code of conduct, and organisational policies and procedures.

Adhere to relevant legislative requirements including and not limited to the Fair Work Act, Workplace Health and Safety Act and the Equal Opportunity Act.

Provide a safe working environment that encourages excellence and maximises the use of available resources.


Selection Criteria

Relevant tertiary qualifications – bachelor’s degree in business, law or related field or working towards.

Strong operational and management experience; ideally having worked in a senior management role for 5+ years in a similar sized organisation.

Skills in organisational development and strategic planning.

Demonstrated experience in finance and analysis with previous experience overseeing and managing business operations in a medium sized company.

Demonstrated success in business development, entrepreneurial skills and experience in generating income streams, including Joint Venture arrangements, Trusts and fee for service projects.

Advanced interpersonal skills, experience in stakeholder engagement and the ability to engage, influence, negotiate, and facilitate effectively with management, team members, staff, board directors and members of the Yugunga-Nya

Demonstrated ability to identify and implement strategic responses to recurring problems.

Demonstrated leadership, supervision and mentoring skills and the ability to work effectively in a team orientated environment.

Experience in social and community development working with Aboriginal people and communities including advanced skills in conflict resolution and cultural competence.


Desirable Experience and Knowledge

Operational experience working in a registered native title body corporate, or native title representative body.

Experience working with the complexities of Native Title and Aboriginal Affairs

Experience working with cultural diversity

Knowledge of the barriers faced by Aboriginal people and specifically Yugunga-Nya People.

Remuneration

Up to $180,000 per annum plus superannuation, commensurate with skills and experience;

6 month probationary period

5 weeks annual leave;

Parking space; and

Salary packaging.
