Primary objective

The Director Portfolio Management leads a team in the provision of governance, advice, support and coordination of infrastructure

services for a portfolio of assigned client agencies across Government.

Context statement

The Department of Logistics and Infrastructure plans, manages and delivers the NT infrastructure program. The Portfolio Management

Team is a central point of contact for client agencies for infrastructure support and advice, including planning and programming for major

works, minor works and repairs and maintenance programs and projects.

Key duties and responsibilities

1. Lead the Portfolio Management team in the provision of high-level governance, advice, support and coordination of infrastructure

services to a portfolio of client agencies across the NT, in line with established service delivery agreements.

2. Establish and maintain strong collaborative relationships with a diverse range of stakeholders across the department and client

agencies, including at officer and senior executive levels.

3. Anticipate and resolve issues arising from delivery of infrastructure services and performance, in consultation with client agencies and

department staff.

4. Provide strategic leadership, vision and mentoring to the Portfolio Management Team to ensure outputs and services align with

department and government priorities.

5. Prepare high-level documentation, including Ministerials, budget business cases, reports and briefing papers.

6. Implement governance and reporting systems and practices, in compliance with legislation and standards.

Selection criteria

Essential

1. High level ability to develop, coordinate, analyse and evaluate infrastructure services and achieve strategic objectives and outcomes.

2. Extensive experience in managing Capital Works, Minor Works and Repairs and Maintenance programs, budget administration and

infrastructure delivery to clients.

3. Strong knowledge of stakeholder engagement and management approaches, administration of service delivery agreements,

infrastructure and planning projects, procurement, program management, and contract management.

1. Demonstrated strategic leadership and team management experience, including team development skills, the ability to motivate staff

to perform to the best of their ability, and promoting an outcome-focused culture in complex, changing, pressured and politically

sensitive environments.

1. High level strategic, conceptual and research skills, with ability to exercise sound judgement, particularly in operational and contract

management settings, and to accurately manage and interpret work environments.

1. Demonstrated ability to provide strategic and high-level advice through preparation of quality reports, documentation and

correspondence, and communicate effectively with a diverse range of internal and external stakeholders at all levels.

1. Experience working within complex financial, legislative, governance and regulatory compliance frameworks.

Desirable

1. Tertiary qualification in Business, Management, Construction, Engineering or other relevant tertiary qualification.
