The role oversees the development of contemporary healthcare purchasing models and the capture and analysis of performance data to inform system-wide reporting and decision-making. With a focus on high-quality statistical and business intelligence, the Executive Director leads the identification of emerging trends and guides performance modelling and purchasing strategies, including the refinement of the Weighted Activity Unit (WAU) model. The position plays a critical role in national and state-level funding negotiations, ensuring Queensland’s strategic objectives are effectively represented. A key part of the role is supporting Hospital and Health Services (HHS) in achieving performance targets through accurate patient activity capture and forecasting. The Executive Director also advises the Minister, Director-General, and senior executives on funding, system performance, and healthcare reform. In addition, the role drives evidence-based service improvements and innovative approaches to data management and analysis. Responsibilities include oversight of strategic purchasing interventions, performance evaluations, and remedial actions where required. The position reports to the Deputy Director-General, Healthcare Purchasing and System Performance, and manages three direct reports. With executive-level leadership experience in large, complex, and decentralised organisations, should be skilled in navigating risk, setting strategic direction, and aligning diverse programs toward shared objectives. This individual brings a sophisticated understanding of all components of health service, infrastructure, technology, and finance, and how these elements interact to influence outcomes. They are adept at leading centralised data and performance units, using insights to inform policy, investment, and service delivery. Known for their collaborative approach, they work effectively with internal and external stakeholders, including government and health service executives. Their leadership be marked by strategic thinking, resilience in the face of complexity, ethical decision-making, and a strong commitment to accountability and measurable results. About Healthcare Purchasing and System Performance Division The Healthcare Purchasing and System Performance (HPSP) Division purchases public health and social services from service providers to optimise health gains, reduce inequalities, and maximise the health system's efficiency and effectiveness. HPSP ensures health funding is used effectively to meet government priorities and achieve performance objectives outlined in agreements and contracts arising from purchasing decisions. As part of the commissioning role, the Division has responsibility for investing nearly $18 billion on behalf of the State and managing community services contracts to the value of approximately $280 million.
