About the Organization
Workforce Training Centre WA is a Registered Training Organisation (RTO) that provides training and assessment services for a range of business and operational skills courses to those set to be employed within the resources, infrastructure, construction, and transport industries.
As part of Linkforce, WTC plays a key role in delivering training and assessment for existing and new workers, helping ensure the workforce is safe, skilled, and job-ready across mining, industrial, and infrastructure projects.
About the Role
We are seeking an experienced and driven RTO Manager to lead a high‐performing, compliant, and operationally effective training function. This is not a traditional RTO leadership role focused on business development. Instead, the core focus is on delivering training and assessment outcomes aligned to Linkforce operational needs, workforce readiness, and safety‐critical capability.
Based at our Kewdale training centre, you will lead a team of trainers, assessors, and support staff while partnering closely with Linkforce operational leaders and internal stakeholders to deliver high‐quality training and assessment aligned to workforce and project requirements. This role holds end‐to‐end accountability for the operational performance and regulatory compliance of the RTO function.
Key Responsibilities
* Lead, mentor, and develop a high‐performing team of trainers, assessors, and administrative staff.
* Hold accountability for RTO compliance, ensuring adherence to the Standards for RTOs and applicable regulatory obligations.
* Oversee the delivery of training and assessment across all programs.
* Lead internal and external audits, including regulator audits (TAC/ASQA), and ensure timely rectification of any non‐compliances.
* Support the onboarding and readiness of new hires through effective training and assessment pathways.
* Partner with Linkforce leaders to align training delivery with workforce capability and operational demand.
* Oversee the development, validation, and continuous improvement of training and assessment resources.
* Ensure accurate student administration and reporting, including AVETMISS reporting, USI compliance, and data integrity.
* Monitor performance, learner feedback, and industry requirements to drive continuous improvement.
What You'll Need
The successful candidate will be able to demonstrate:
* Proven experience leading or managing an RTO or training function, with accountability for compliance, audits, and regulatory engagement.
* Strong working knowledge of the Standards for RTOs and VET compliance frameworks.
* Proven leadership experience, with the ability to manage and develop teams.
* Excellent communication, organisational, and stakeholder engagement skills.
* Experience collaborating closely with operational leaders to deliver training aligned to workforce demand.
* Ability to balance strong compliance outcomes with practical, business‐focused training delivery.
* Experience in competency‐based training and assessment environments.
* Industry experience in resources, construction, mining, infrastructure, or industrial services (highly regarded).
* TAE40122 Certificate IV in Training and Assessment (or equivalent) – essential.
* BSB51319 Diploma of Work Health and Safety – highly regarded.
* BSB40520 Certificate IV in Leadership and Management – highly regarded.
Given the regulatory nature of this role, the successful candidate must be able to demonstrate that they meet the fit and proper person requirements applicable to RTO leadership roles. This includes demonstrating integrity, sound judgement, and a history of compliant professional conduct in line with regulatory expectations.
