Position Overview:
The current Australian Electoral Commission (AEC) website and associated web applications have been developed sporadically over many years, with a range of development methods, technologies, infrastructure and content. This results in:
* External stakeholders experiencing a fragmented user experience, branding and user interfaces (that also may not meet expected accessibility standards).
* Unnecessary technical complexity leading to risks and issues related to supportability, stability and problem diagnosis.
* Higher infrastructure costs, including sub-optimal use of cloud innovation and capability.
* Increased operational overheads, including issues related to IT workforce planning and resource sustainability.
* Challenges related to security and accessibility compliance.
To resolve these identified issues, a multi-year, multi-stream project to modernise and uplift the AEC website is proposed to be undertaken as part of the FAD Reform Program web modernisation stream of work.
The Business Analyst will work with the Project Manager and Program Executive, plus other individuals across the AEC to assist in the successful delivery of the new website.
Key Responsibilities:
Business Analysis, Research and Requirements Development:
* Plan, conduct and deliver accurate, comprehensive and timely business analysis and research that supports the AEC's website modernisation objectives.
* Analyse a wide range of data, previous documentation and current state processes to identify issues, assess options and contribute to the design of future state processes and solutions.
* Develop clear and precise business requirements, including high level requirements, detailed requirements, user stories, acceptance criteria and supporting artefacts.
* Work with the Project Manager to maintain and refine a prioritised backlog of business requirements.
User-Centred Design and Experience Mapping:
* Develop user journeys, personas, service blueprints, experience maps and other artefacts to improve user interactions with AEC digital services.
* Produce fit for purpose artefacts—including user stories, journey maps, jobs to be done, personas, wireframes and functional specifications—to support solution design and delivery.
* Apply business modelling, situation analysis and strategic planning techniques to drive insights and inform change.
Agile Delivery Support:
* Work collaboratively with stakeholders, developers, testers and solution architects throughout design, development and testing phases.
* Participate in Agile ceremonies including sprint planning, reviews, stand ups and retrospectives.
* Explain requirements to developers and testers, triage defects, respond to queries, and escalate issues as needed.
* Develop UAT test plans and scripts, support business stakeholders during UAT, and contribute to well-reasoned decisions using sound judgement and legislative or policy frameworks.
Stakeholder Engagement & Communication:
* Build and sustain effective internal and external relationships across a geographically dispersed organisation.
* Facilitate workshops, interviews and other collaborative activities to extract requirements, identify pain points, shape business processes and co design solutions.
* Provide high quality written communication, presentations and reports to convey analysis, insights and recommendations.
* Offer accurate specialist advice and guidance on complex issues across the website modernisation domain.

* Ensure analytical and project activities are delivered on time, within scope and aligned with quality, policy and legislative parameters.

About the team :
The Website Modernisation Project team are responsible for the design, uplift and delivery of a modernised website for the Australian Electoral Commission (AEC).

Essential criteria :
1. Demonstrated experience as a senior business analyst (at least 5 years) in digital projects, especially website modernisation or digital transformation.
2. Highly developed liaison, negotiation, and problem-solving skills.
3. Excellent written and oral communication skills with the ability to convey information clearly and to listen and respond to others appropriately.
4. Experience facilitating workshops for large stakeholder groups and ability to synthesise input into requirements.
5. Experience producing artefacts such as user journeys, process maps, functional decomposition models, user stories, test cases.
6. Experience working in a collaborative team environment within multi-disciplinary agile product teams.
Desirable criteria :
1. Tertiary qualifications in ICT, business, public administration or a related field, with experience in government ICT project delivery and operational models.
2. Demonstrated experience delivering ICT projects (5+ years), including working with vendors and systems integrators to achieve outcomes within agreed time, cost and quality parameters.
3. Strong technical and analytical capability, including expertise in website redevelopment in a federal government context and the ability to translate business needs into technology solutions.
4. Excellent interpersonal and written communication skills, with proven ability to manage complex stakeholder relationships and vendor engagements.
5. Experience building and contributing to high‑performing teams, working collaboratively in dynamic environments, and demonstrating personal integrity within legislative and policy frameworks.
6. Ability to work proactively and autonomously while supporting a positive, collaborative team culture.
