STS grade 7 – $188,297 – $256,088 Total Remuneration Package.Lead the development of technology and data policy, standards and guidance to support emergency management capability.About The Business Unit Emergency Management Victoria (EMV) is responsible for coordinating Victoria's emergency management system, integrating policy, strategy, operations and planning.Emergency Management Technology includes national and state platforms that support communications to and from the community, sector operational communications and sector information systems.Key functions:Strategy & Enterprise ArchitectureInvestment PlanningProcurement & Program DeliverySupport & DevelopmentVendor & Contract ManagementOutcomes have a division, department and sector‐wide impact, extending beyond the Business Unit into the broader operations of the Office of the Deputy Secretary.About The Role The role provides authoritative advice to executives and partner agencies on technology governance, data management and communications policy.Key ResponsibilitiesLead the development of technology and data policy, standards and guidance in alignment with divisional and departmental strategic objectives.Translate complex technical, commercial and operational needs into clear, evidence‐based policy recommendations.Evaluate emerging technologies, national frameworks and community risk factors to propose policy settings that support interoperability, resilience and compliance.About YouDemonstrated experience developing portfolio risk analysis in technology‐driven or regulatory environments.Strong understanding of ICT risks, data governance and public safety technologies.Experience analysing complex technical environments, commercial and operational impacts of changes, and translating these into clear policy direction to senior executives.Demonstrated experience in strategic, commercial and operational elements of business case development and assessment, end‐to‐end programmes and portfolio advice.Qualifications / RequirementsTertiary qualifications in public policy, law, business, engineering or a related field (highly desirable).Additional certification or training in technology governance or emergency management (desirable).Experience within the emergency management, public safety communications or government technology sectors (highly regarded).Child Safe Statement of Commitment The Department of Justice and Community Safety is committed to the safety and wellbeing of children and young people.
