Primary objective
Lead and oversee NT Health's transport logistics operations to deliver a coordinated, cost-efficient, and service-focused system for staff and patient travel.
Context statement
The role ensures operational oversight of all transport functions, including Specialist Outreach, NT Health Charter Hub, Staff Travel, Patient Assistance
Travel Scheme, Medical Retrieval Services, and Ground Transport. The role drives efficiency, service quality, and integration across multiple transport
modes, including aeromedical retrievals, ensuring safe, timely, and equitable access to care. The position ensures compliance with NT Government policies
and regulatory requirements while delivering sustainable cost savings and continuous service improvements.
Key duties and responsibilities
1. Provide operational and strategic leadership for the Transport Logistics division, ensuring effective coordination and visibility of all NT Health travel
services, while leading, mentoring and developing a high performing team
2. Develop and implement policies, procedures, and systems to optimise transport operations, reduce costs, and improve service quality.
3. Oversee the integration of various transport services, ensuring seamless coordination between air, road, and emergency medical travel, including
aeromedical retrievals and time-critical transfers
4. Identify and implement cost-saving initiatives while maintaining high service standards and equitable access across urban, regional, and remote settings.
5. Establish and maintain strong working relationships with key internal and external stakeholders, including health service leaders, transport providers,
and government agencies.
6. Monitor and report on key performance indicators (KPIs) related to travel efficiency, budget performance, and service reliability, and patient outcomes,
ensuring transparency and continuous improvement.
7. Ensure compliance with legal, safety, and regulatory requirements governing NT Health's transport and travel operations.
8. Provide expert advice to NT Health executive leadership and policymakers on transport logistics strategy and improvements, complex case
coordination, and system-wide improvements.
9. Contribute to contracts and procurement processes related to transport services, ensuring alignment with NT Government frameworks and value for
money outcomes
10. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in order to ensure high
quality, safe services and workplaces.
11. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
1. Demonstrated experience in leading and managing large-scale, complex transport logistics operations, including patient and staff travel, aeromedical
retrievals, and emergency medical transport, within a health or government setting.
2. Extensive knowledge of NT Government transport policies, procurement frameworks and regulatory compliance in relation to staff and patient travel.
3. Demonstrated experience in managing budgets, contracts, and service level agreements, with a proven ability to deliver measurable cost savings while
maintaining service quality and operational effectiveness.
4. Demonstrated experience in leading and implementing complex projects, including the development of new models of care and service delivery reforms,
with proven change management skills to support workforce adaptation, stakeholder engagement, and sustainable system improvements.
5. Strong leadership capability, with demonstrated success in building, mentoring, and motivating high-performing teams, driving innovation, and managing
organisational change.
6. Comprehensive understanding of the unique challenges of health service delivery in regional and remote Northern Territory, with a commitment to
cultural safety, equity of access, and responsiveness to the needs Territorians.
7. Proven ability to build and maintain strategic relationships with government agencies, service providers, and internal stakeholders to achieve
coordinated transport solutions.
Desirable
1. Relevant tertiary qualifications in logistics, business administration, health management, or a related field.
2. Experience in aviation, medical retrieval, or patient transport services.
