We strive for excellence in financial and economic management to improve the lives of all Victorians.Office of the General CounselThe DTF Office of the General Counsel (DTF OGC) sits within the Office of the Secretary, with the General Counsel reporting directly to the Secretary. DTF OGC comprises the functions of the Legal team (DTF Legal), Freedom of Information team and the Operations function. The DTF Legal and FOI teams are managed by two Deputy General Counsel within DTF.DTF OGC provides internal legal and advisory services to the Treasurer, the Minister for Finance, the DTF Secretary and Board, and other DTF divisions and business units. The team advises on the full spectrum of issues faced by our stakeholders.About The RoleIn DTF OGC you will, as a generalist lawyer, build on your fundamental legal skills by working across a variety of legal areas, while still having the opportunity to continue developing a specialisation in one of our key areas of focus. The breadth of work DTF OGC undertakes, with a range of stakeholders, ensures that a career in DTF OGC is interesting, challenging and fulfilling.Key AccountabilitiesThis position has the following responsibilities:Provide strategic, pragmatic and solutions-based legal advice faced by the Department and its associated Ministerial portfoliosIdentify and resolve issues referred to or emerging from DTF Legal's work (including governance, policy, operational and other non-legal advice and analysis relevant to the Government, the public sector and public administration) that could affect DTF's or its portfolio Ministers' interests and positionsDevelop candid relationships and negotiate effectively with other DTF groups, other departments and agencies, and work actively to achieve changes in policy and practice;Represent DTF to Ministers, senior public officials and other stakeholders and interested parties with minimal or no guidanceSupport the General Counsel with the leadership and management of the DTF OGC, including workload and resource allocation, staff management responsibilities and acting for the General Counsel as requiredUndertake other tasks relevant to DTF Legal's division, including corporate development and projects and organisational development initiatives to improve culture and performanceAbout YouDemonstrated excellence in the practice of law and ability to identify and resolve complex legal issuesManaged the effective delivery of large-scale legal matters, such as transactions, projects, litigation or policy developmentHighly developed conceptual and analytical skills and a proven ability to provide pragmatic, concise, solutions-based legal advice on legal matters, including in at least two of the following areas; commercial, infrastructure, projects, litigation, finance or public lawExtensive leadership and management experience, demonstrated at a senior levelProven communication, relationship management and negotiation skills at a senior level, demonstrating a strong understanding of customer/client service deliveryDemonstrated ability to lead, motivate and support senior professional staff and to create the conditions for a highly-functioning, productive, collaborative and engaged team to operateExperience And QualificationsThe successful candidate will:be admitted (or eligible to be admitted) to practice as a legal practitioner in Victoria and hold (or be eligible to apply for) a current practising certificate (mandatory)be recognised within the legal profession for well-developed and considered judgement and impeccable professional ethics and integrity (mandatory)have at least eight years' post-admission experience practising as a lawyer in a common law jurisdiction (desirable)About Our CultureWe aim to be a model employer providing an inclusive workplace that is understanding and respectful of differences such as gender, identity, race, disability or age.
