Primary objective
Provide agency wide accounting services to achieve integrity of financial data and regulatory compliance with financial policies.
This includes financial reconciliations, analysis, reporting and advice, and the implementation of the agency's financial, taxation and
accounting policies.
Context statement
The Financial Services unit provides agency wide accounting services, reporting and financial systems support to achieve integrity
of financial data and regulatory compliance with financial policies. This includes budget management, financial analysis, reporting
and advice on financial, taxation, procurement and accounting policies. The unit is responsible for the implementation of financial
controls and governance in line with the Financial Management Act 1995, Procurement Act 1995 and related Treasurer's Direction,
Procurement Direction, Procurement Rules, Australian Accounting Standards, taxation and other regulatory legislation.
Key duties and responsibilities
1. Provision of professional accounting and financial management expertise, including financial reporting (incorporating the
preparation of Estimates Briefs), audit support, research, analysis and advice, in line with the Australian Accounting Standards,
Treasurer's Directions, and other relevant legislation and regulatory frameworks.
1. Undertake agency balance sheet reconciliations including land. Generate and post general ledger journals to process identified
ledger adjustments.
1. Undertake end of month, end of financial year, audit, taxation and Estimates reporting.
2. Review the completed agency's statutory registers in accordance with Treasurer's Directions including the preparation of write
offs, waivers and losses memorandums.
1. Undertake tasks so the agency meets its responsibilities regarding taxation reporting, including goods and services tax, fringe
benefits tax, payroll tax, fuel tax credits.
1. Provide support as required across the Agency, the Financial Services team and to the Chief Financial Officer.
Selection criteria
Essential
1. Detailed knowledge of applicable Australian accounting standards, Financial Management Act and legislation with respect to
accounting, taxation and financial statement preparation.
1. Proven ability to accurately analyse, effectively interpret and present financial information.
2. Well-developed systems thinking and advanced excel skills to enable conversion of technical concepts into workable systems,
and ability to manipulate large quantities of data.
1. Highly developed interpersonal, verbal and written communication skills for effective communication with stakeholders and
interact effectively with people from diverse cultures.
5. Demonstrated experience in providing a broad range of financial and accounting services and the ability to guide and support
team members.
1. Proven ability to work as a team member; work independently; and adapt to changing priorities to meet deadlines.
Desirable
1. Bachelor's degree in accounting, or other relevant discipline.
2. Sound understanding of the Northern Territory Government's financial management cycles, legislation and systems.
