Position Objective
The Library and CUC Manager is responsible for the day-to-day operations of the Flinders Shire Public Library and the Country Universities Centre (CUC). The Library and CUC is an integrated study, resource and programs hub, which provides opportunities for education and training, community connection, and access to information.

Key Responsibilities
Management and Leadership
Lead, manage and inspire the Library Services and CUC team to achieve the outcomes identified in
Council’s Corporate and Community Strategic Plans
Establish and maintain a welcoming, safe and inclusive atmosphere in the Library and CUC service,
and ensure culture of positive customer service is maintained
Ensure effective planning for the provision of high-quality library and CUC services within Council
identified priorities and community needs
Manage risk, budget, resources and facilities associated with the library and CUC operations, including
development of policies and procedures as required
Manage and continuously improve the cost effective and efficient provision of library and CUC
operations services to community, with a strong customer focus, in accordance with defined Council policies and funding guidelines (State Libraries Queensland and RUSH program)
Library Services
Ensure that collections and programs managed by Library Service are appropriate to identified
community needs
Direct the investigation, evaluation and implementation of new and alternative methods of service
delivery
Facilitate the provision of advice and information on library services to Council, the Director
Community Services and Wellbeing and other Departments, as required
Manage, develop and evaluate the Library Service’s print, audio visual and electronic collections to
ensure that they meet community needs
Plan and develop the Library’s Service's information technology resources and where appropriate
implement new technologies to improve service delivery
Manage, develop and promote online information resources used throughout Council including
databases, demographic information resources and the digital asset management system
CUC Operations
Promote and represent the CUC with the wider local community to share information and increase
participation and education attainment within the Shire
Explore diversified funding options and local community investment in the Centre
Collaborate with community, industry and education providers to enhance the utilisation and student
outcomes through the CUC Hughenden
Collect all necessary data in compliance with relevant regulations, Government requirements, and
Centre needs, ensuring it is regularly updated, accurate, and maintained in a secure and accessible manner.
Implement appropriate security measures to protect data from unauthorised access, breaches, and
other security threats.
Promotion and Marketing
Market and promote Library and CUC services via a diverse range of channels including social media,
print, e-newsletters and network meetings.
Manage the development of outreach programs, promotional and other activities that are
customer focussed and responsive to community needs
Follow and adhere to all requirements of Council policies and procedures, and ensure CUC Brand
Guidelines are utilised across promotion, marketing and media
Facility Management
Ensure that Library and CUC building and its surrounds are well maintained, reporting any issues
promptly via Council’s CRM system
Monitor the layout of the library and CUC to continuously improve functionality and access as
required
Keep facilities safe, accessible and sustainable with regular upkeep, responding to feedback from
staff students to continually improve facilities and services.
External Relationships
Participate in ongoing professional development and training opportunities including the State
Library Queensland (SLQ) and CUC Central networks
Represent Library and CUC services at local network and advisory group meetings
Partner with community organisations as required to delivery key projects and services to support
needs of the local community.

Corporate Responsibilities

Workplace Health & Safety
All workers have a duty to familiarise themselves with and comply with statutory and Flinders Shire Council Work Health and Safety (WH&S) requirements, including the WH&S Management System, and WH&S Policies, Procedures and work instructions.
In fulfilling this duty, workers are to:

Comply, so far as the worker is reasonably able, with any reasonable instruction that is given by the

Cooperate with any reasonable Policy or Procedure of the PCBU relating to health or safety at the

Other Requirements
This position operates from Flinders Shire Library based in Hughenden, however, may be required
to travel within the Local Government Area and work outside of standard business hours to meet the requirements of the role.
Travel (including outside of normal hours) to attend training may be required
The incumbent must be:
prepared to work flexible hours to meet the requirements of the position
willing to obtain a ‘Suitability (Blue) Card’ to enable the incumbent to work with or supervise
people less than eighteen (18) years of age if required
medically fit and physically capable to meet requirements of the position
Prepared, if required, to undertake a medical assessment by Council’s medical practitioner;
and
Prepared, if required, for Council to undertake a Criminal History Check
Organisational Relationships and Delegations
Internal: Community Services & Wellbeing Team and other portfolios across Council
External: Community groups, education facilities, general public, government departments, contractors, suppliers and other Local Government regions
Delegations: The Library and CUC Manager works under limited direction, has the skills to manage time and organisational priorities. This position has delegated decision making and purchasing authority in accordance with Council's Delegation Register and Procurement Policy. In this role they supervise the position of Library Programs Officer and Student Support Officer.
Selection Criteria
Essential
1. High level communication and interpersonal skills with the ability to deliver excellent customer service across diverse stakeholders including vulnerable and/or disadvantaged individuals / groups, youth and Government agencies.
2. Demonstrated organisational and time management experience with ability to prioritise tasks 3. Demonstrated experience in education, leadership or management experience 4. The ability to work effectively and productively in a team environment 7. Excellent computer skills, including proficiency in Microsoft Office and social media knowledge. 8. Desirable
9. Relevant undergraduate qualifications and/or experience within education and training, community services and/or library services fields.
10. Previous experience in Library Operations, and knowledge of the Aurora Library Management System
11. Current CPR and First Aid certificate, or willingness to obtain.
