THE ROLE
The Program Manager is responsible for leading and overseeing the delivery of the installation of air conditioning in public housing tower dwellings.
The Program Manager is responsible for ensuring the successful delivery of the Victorian Government's election commitment to install air conditioners in public housing tower dwellings which are home to over 13,000 Victorians across more than 40 towers. This includes working as part of a multidisciplinary team to facilitate:
- Design of the cooling technology and the enabling building and electrical infrastructure works for each building including testing of the approach to reduce risk;
- Sequence of rollout and investment in cooling considered in the context of longer term asset planning for the high rise towers; and
- Procurement and delivery of the enabling building and electrical infrastructure works and the cooling systems by construction contractors.
The Program Manager will lead a small team implementing strong project management across all elements of the delivery aspects including tenant and stakeholder engagement to ensure a large program of works are delivered on time and within budget. The function forms part of a broader Precinct Improvements Team that is responsible for the upgrade of high rise tower dwellings including fire services and safety and amenity improvements to public housing precincts. The manager will also coordinate people management, planning, budget management and reporting tasks.

- Manage the delivery of the Victorian Government's program, targets and timelines to install air conditioners in public high rise tower dwellings using a range of innovative approaches to deliver precinct wide cost-effective programmed works using integrated, multidisciplinary services that provide holistic client outcomes and ensure they meet state-wide departmental and government objectives, budget considerations and community expectations.
- Maintain a comprehensive understanding of issues impacting the department's clients and investigate and lead critical projects that develop and review policies, professional standards, and operating practices to enhance service delivery, budget effectiveness, efficiency, and improved client outcomes.
- Forge strong connections across the department and with external stakeholders and collaborate on the strategic design and development of departmental objectives that impact statewide or significant localised service delivery to ensure effective, efficient, and coordinated services are provided for all clients.
