Primary objective
Provide high-quality, evidence-based advice that informs the development, review and implementation of legislative reform,
strategic policy initiatives and decision making within the Department of Education and Training.
Context statement
The Legislation Services team, situated within Strategic Policy, leads the department's legislative reform agenda. The team
collaborates across all divisions to develop and refine education legislation, ensuring it reflects contemporary policy
objectives and meets the strategic direction of the Northern Territory Government. The team manages legislative projects,
contributes to drafting instructions, and supports the passage and operationalisation of education-related legislation.
Key duties and responsibilities
1. Undertake legislative and policy analysis to support the development and reform of education legislation, including
drafting instructions, regulatory impact assessments and cabinet submissions.
2. Contribute to the design and implementation of legislative frameworks that underpin strategic policy initiatives to drive
the department's improvement agenda and ensure accountability to the public.
3. Establish and maintain strong working relationships with internal and external stakeholders to deliver education policy
and legislative reform across the Territory.
1. Support governance, monitoring and reporting functions related to legislative projects and ensure alignment with broader
departmental strategies.
Selection criteria
Essential
1. Demonstrated ability to use strategic, conceptual and analytical skills to understand and provide advice in complex
legislative and policy environments.
2. Highly developed interpersonal and communication skills, including the ability to clearly articulate legal and policy advice
through verbal and written briefings to a range of audiences.
1. Demonstrated ability to build and maintain effective networks with a range of internal and external stakeholders,
including the ability to collaborate with people from diverse cultures.
4. Experience in the development and operationalisation of strategic frameworks, governance and work plans that support
legislative and policy objectives.
5. Demonstrated knowledge and experience in corporate governance, legislative processes, and project management.
Desirable
1. Tertiary qualifications in law public policy or similar.
2. Contemporary knowledge of relevant policy context, legislation and procedures.
3. Knowledge of education systems and the strategic direction of the Department of Education and Training and Northern
Territory Government.
