About the Role
We are seeking a part time Program Manager to become part of the Bike Collective team. The Program Manager will be responsible for managing our Bike Collective workshop in the Risdon Vale area which is designed to be an inclusive space for young people to connect through working on bikes while learning important work skills and improving their wellbeing. This includes supporting young people to overcome barriers that may hinder their engagement with learning.
What You'll Do
1. Strategic Design and Oversight: The Senior Program Manager is primarily responsible for designing and implementing the day‑to‑day structure and activities of the Mobile Bike Collective (MBC), ensuring that all project goals, milestones, timelines, resources, and deliverables are met. This includes ensuring that their team's activities and programs continue to align with the organisation's overarching mission, vision, and strategic goals. This will involve executing project plans, customizing programs for specific cohorts and managing the project's timeline, resources, and deliverables.
2. Develop and lead an Action Research based model of practice: This will drive continuous program evolution through a cycle of planning, acting, observing, and reflecting. This approach ensures interventions are not only meeting predetermined goals and KPIs but they also remain deeply responsive to the changing needs of the young people we serve.
3. Team Leadership and Support: A crucial focus is coordinating and supporting the Program Facilitators, including providing professional supervision to ensure the effective delivery of individual MBC programs.
4. Stakeholder Engagement and Partnership Management: The role involves developing and maintaining strong relationships with key partners and referral agencies, such as schools and community organisations. This includes customizing programs to meet the specific needs of each cohort.
5. Monitoring, Evaluation, and Reporting: The Senior Program Manager is tasked with monitoring, evaluating, and reporting on project outcomes in line with the project plan. This includes preparing evaluation reports for individual programs and collating them to meet reporting requirements, as well as contributing to and implementing changes from program reviews.

You are a seasoned leader with a heart for youth work and a head for complex logistics. You understand the complexities of successful interventions and you have the "unconditional positive regard" required to work with a diverse range of people.
Essential Requirements
* Tertiary or diploma level qualifications in Social Work/Community Services or a related field.
* Proven experience in program design, staff supervision, and trauma‑informed frameworks.
* A "curious practitioner" mindset—comfortable using data and observations to constantly refine practice.
* Ability to maintain momentum in high‑energy, challenging environments.
* Current Tasmanian WWVP card and National Police Check or willingness to undertake.
* Current Tasmanian drivers licence.
Key Measures
1. Project Oversight and Delivery
* Ensure the successful delivery of the annual MBC program targets, with a focus on high‑quality engagement and adaptive scheduling to meet the needs of program partners.
2. Team Leadership and Support
* Demonstrated evidence of program refinement; specifically, the translation of quarterly "Reflective Practice" insights into documented improvements in program delivery or safety protocols.
3. Stakeholder Engagement and Partnership Management
* Cultivate high‑trust partnerships with referring agencies, evidenced by feedback on satisfaction of programs at each location. Success is measured by the ability to integrate MBC seamlessly into partner environments while maintaining the program's core standards and outcomes.
4. Monitoring, Evaluation, and Reporting
* Ensure all program evaluation and reporting requirements are met with a high degree of accuracy and insight. This includes translating raw program data into meaningful impact stories and evidence informed reports that satisfy grant obligations and contribute to the organisation's broader learning environment.

2. Relevant tertiary qualifications at a diploma or degree level in social work or a related field.

4. Proven track record in supervising staff within a trauma‑informed service delivery context, fostering a culture of reflection, wellbeing, and professional growth.
5. Strong relationship building skills with the ability to develop and maintain partnerships with diverse stakeholders, particularly schools and community organisations.
6. Demonstrated ability to lead action‑research models, using program reviews and observations to develop effective models of practice and inform ongoing program improvements.

8. Expertise in trauma‑informed and child‑safe frameworks, with the proven ability to adapt these theories into practical, workplace culture and practice that prioritise the safety and agency of young people.
9. Expert knowledge of the Child and Youth Safe Organisations framework and the ability to embed these standards into practical, relational youth work programs.
10. Ability to work flexibly and adapt programs to meet the needs of various cohorts and partner agencies.

Key Functions and Responsibilities
1. Project Management and Implementation
* Oversee the setup of mobile sites to ensure they function as 'safe and nurturing environments consistent with TasBC's values ensuring the physical and emotional safety of participants and staff.
* Manage the day‑to‑day implementation of the MBC project plan.
* Execute project plans and manage the project's timeline, resources, and deliverables.
* Ensure project goals and milestones are met.
2. Team Leadership and Support
* Support the recruiting, onboarding, and ongoing professional development of program facilitators
* Ensure compliance with policies and procedures (such as child‑safe legislation).
* Foster and lead a positive, supportive and productive work environment for all.
* Maintain strong internal communication to ensure continuity and collaboration across the organisation.
3. Stakeholder Engagement and Partnerships
* Develop and maintain relationships with key partners and referral agencies.
* Act as the primary point of escalation for site‑specific issues, ensuring the Mobile Bike Collective remains a welcomed and integrated partner within a diverse range of school and community settings.
* Coordinate with referring agencies to customise programs to meet cohort needs.
4. Monitoring, Evaluation, and Reporting
* Monitor, evaluate, and report on project outcomes in line with the project plan.
* Prepare evaluation reports for each program and collate into scheduled progress reports as required.
* Contribute to program reviews and oversee the implementation of any enhancements or changes.
* Provide input and feedback to, and comply with all TasBC policies and procedures.
5. Financial and Resource Management (in collaboration with CEO)
* Effectively manage resources, including budget, personnel, and equipment.
* Specifically ensure the MBC operates within budget allocation and resources.
* Provide high‑quality impact stories and activity data for the CEO that assists in championing the organisation and provides a strong evidence base of program impact for grantors and donors.
6. Risk Management
* Contribute to the implementation, regular oversight and review of comprehensive risk management strategies.
* Ensure compliance with Child Safe Legislation requirements and safeguarding practices.
7. General Functions and Responsibilities
* Participate and support broader organisational and program fundraising activities where feasible.
* Contribute to the broader policy and procedural frameworks across the organisation.
