Program Background

Aviation is an important enabler of economic activity and human development in the Pacific. It connects Pacific countries to the world and each other, facilitating tourism, trade, labour mobility and access to health and education services. Aviation in the Pacific is disadvantaged by the small size of Pacific Island countries and their geographical remoteness, both from within each country, the region, and from international hubs.

The Australia – Pacific Partnerships for Aviation program (P4A) aims to strengthen the Pacific aviation sector, improve aviation safety outcomes, increase cooperation and coordination among aviation actors and ultimately support economic growth. P4A will be delivered through three key outcome areas:

* Strong enabling environment – improved governance, regulations, policies and plans that strengthen the sector and reform unsustainable practices.
* Improved safety, quality and reliability – strengthened technical capability and more common approaches that improve operations' safety, quality and reliability.
* Greater coordination, cooperation and connectivity – required to maintain connectivity between Pacific Island countries and strengthen regional and bilateral coordination and cooperation in regulatory and operational areas.

P4A will mainstream cross‑cutting sectors to strengthen child protection and safeguarding, climate change resilience and adaptation, support locally led leadership and improve Gender Equality, Disability and Social Inclusion (GEDSI) outcomes.

Assignment Background

The program seeks to establish a cross‑cutting technical advisory pool to provide on‑demand expertise across key thematic areas:

* Gender Equality, Disability and Social Inclusion (GEDSI)
* Climate Change and Disaster Resilience
* Safeguarding, including Child Protection and Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH)
* Monitoring, Evaluation and Learning (MEL)
* Education, Workforce Training and Skills Development

The advisory pool will provide technical guidance, analysis and capacity‑building support to the P4A team, DFAT and Pacific aviation sector partners. Framework agreements will allow the program to engage advisers efficiently in response to emerging priorities.

Scope of Work

The cross‑cutting advisers will provide high‑quality technical and strategic advice to support the implementation of the P4A program across its thematic and operational areas.

Advisers will contribute expertise that ensures P4A activities are inclusive, sustainable and aligned with program priorities and DFAT compliance requirements.

Roles and Responsibilities

* Provide expert advice, analysis and recommendations in their area of specialisation (e.g. GEDSI, Climate Change, MEL, Safeguarding, Training and Skills Development).
* Support the design, implementation and monitoring of activities that integrate cross‑cutting priorities across P4A outcomes.
* Develop and review policies, strategies, guidelines and frameworks relevant to their thematic area.
* Undertake technical assessments, reviews or evaluations, and prepare associated reports and briefing papers.
* Design and deliver training, workshops and knowledge‑sharing activities for counterparts and the P4A team.
* Provide capacity‑building and mentoring support to Pacific partners and institutions.
* Identify coordination opportunities between DFAT, regional initiatives and relevant sector stakeholders.
* Contribute technical input to program communications, Monitoring, Evaluation and Learning (MEL) and safeguarding requirements.
* Perform other duties as requested in support of program objectives and priorities.

Collaboration and Reporting

* Advisers will work collaboratively with P4A staff, DFAT, Pacific ministries, regulators, airports, airlines, civil society and other regional partners to ensure that cross‑cutting principles are effectively integrated.
* Advisers will report to the nominated P4A Activity Lead, who will oversee the delivery of agreed work assignments.
* Where required, advisers may also provide briefings or updates to DFAT and participate in coordination meetings or program reviews.

Engagement Approach

* Advisers may be engaged on a short‑term, part‑time or intermittent basis depending on program requirements.
* Specific assignments will be defined through tasking notes or statements of work outlining scope, deliverables and timelines.
* Advisers are expected to work remotely, with periodic travel to the Pacific region where required.

Deliverables

* Reports, draft policy documents, independent evaluations, after‑action reviews and briefing papers.
* Technical guidance materials, methodologies and tools.
* Workshop, seminar and training design and delivery.
* Reporting and other relevant outputs that support program implementation and learning.

Examples of deliverables that may draw on the expertise of cross‑cutting advisers include:

* Development and delivery of leadership training.
* PSEAH and child protection assessments and policy development.
* Disability access audits and development of risk mitigation plans.
* Formulation of gender and disability industry benchmarks.
* Preparation of aviation sector toolkits and guidance notes in GEDSI, disability accessibility and climate change.
* Disaster resilience strategies and localisation plans.
* Design of women‑in‑aviation leadership programs.
* Workforce gap analysis using a GEDSI framework.
* Advice on national and Pacific Indigenous approaches and methodologies.
* Analysis of aviation skills training and education, including market assessments and strategy development.

Advisers may be requested to contribute to multiple assignments concurrently, depending on program needs. All advisers engaged through this process will join the P4A Technical Advisory Pool (TAP). Contracting will be under a framework agreement with agreed consulting rates, and actual inputs will be determined based on specific program requirements.

Company Experience & Nominated Key Personnel

* Relevant tertiary qualifications or equivalent experience in the area of expertise.
* Minimum 10 years of professional experience in one or more of the cross‑cutting fields listed.
* Experience working in the Pacific Islands or similar development contexts.
* Demonstrated capacity to provide high‑quality advice and work effectively with government, private sector and development partners.

CVs of key personnel nominated for this assignment shall be included in the proposal. All personnel responsible for delivering or facilitating courses should have at least 10 years of relevant experience. Experience working in the Pacific or similar developing context is desirable, as is experience working with multi‑cultural and multi‑disciplinary teams.

Instructions to Consultants

In responding to this tender, consulting firms should ensure proposals respond to the requirements of this Terms of Reference and include CVs of nominated key personnel. Any assumptions informing the proposal should be clearly stated.

Successful advisers will be contracted under a framework agreement with agreed daily rates. Work will be allocated as per program needs and approved by DFAT. Each assignment will have a defined scope, timeline and deliverables, and advisers will report to the relevant P4A Activity Lead or Technical Manager.
