Primary objective
Be responsible for the management and delivery of statutory and non-statutory welfare services to individuals, groups and
communities under the Department of Children and Families (DCF) program.
Key duties and responsibilities
1. Manage the delivery of statutory and non-statutory welfare services, and exercise delegations in accordance with
departmental policies and procedures.
2. Develop and maintain effective, collaborative partnerships and strategic alliances with internal and external stakeholders
at local and Territory levels.
3. Manage human and financial resources in accordance with legislative and delegated responsibilities.
4. Provide leadership and professional support to staff within the designated program areas.
5. Ensure the implementation of corporate requirements such as accurate and timely data collection and performance
management.
6. Participate in the Department of Children and Families After Hours Service.
Selection criteria
Essential
1. A degree level qualification which will give the appointee eligibility for membership of Community Work Australia,
Australian Association of Social Workers, Australian Psychological Society, or other tertiary qualifications which, in the
opinion of the Chief Executive are appropriate to the duties to be performed.
1. Extensive post-graduate experience in the delivery of statutory welfare services, including experience in management,
supervision and coordination of a team.
1. Significant knowledge and understanding of the legislation and policy frameworks relevant to statutory welfare practice
in the Northern Territory.
1. Demonstrated ability to manage human, financial and physical resources, including the ability to lead, motivate and
support staff to achieve outcomes, build effective teams and relationships, and negotiate and manage conflict between
team members.
1. Demonstrated strategic, conceptual and analytical skills, including the ability to interpret service delivery trends and
develop practical, creative and innovative solutions to complex welfare issues.
1. Well-developed knowledge of contemporary issues and initiatives relevant to child and family welfare practice and the
relationship with the strategic directions of the agency and of Government.
1. Highly developed oral and written communication skills, and a demonstrated ability to work effectively in a cross-cultural
environment.
1. An ability to interact effectively with people of diverse cultures.
2. Preparedness to travel in 4WD vehicles and light planes as required and ability to undertake travel including overnight
stays as necessary and have a current Northern Territory driver's licence or the ability to obtain.
Desirable
1. Post graduate qualification or other formal training in a discipline relevant to child and family welfare practice,
management, supervision, cross cultural awareness and/or public administration.
