About the Role
The NSW Department of Education has partnered with NSW-based Aboriginal Community Controlled (ACC) Registered Training Organisations (RTO) to develop the NSW NSA Closing the Gap (CtG) Implementation Plan, to strengthen the capacity, sustainability, and growth of ACC RTOs implementing culturally safe wrap‐around supports for students, and expanding scope to deliver new qualifications and upgrading training infrastructure.
Reporting to BDL's Chief Executive Officer, with strategic direction from the NSA CtG Project Lead, the ACC RTO CtG Project Coordinator will work in collaboration with other ACC RTOs to drive and coordinate the 'NSA Closing the Gap Stage 2 Implementation Plan' and focus on:
* Supporting the development and execution of strategic policy initiatives that enhance access to training opportunities for Aboriginal & Torres Strait Islander learners and ensure sustainable growth of Aboriginal & Torres Strait Islander training providers.
* Negotiating with government agencies to align and leverage funding that supports Aboriginal & Torres Strait Islander workforce training, community needs, and NSA CtG priorities.
* Reviewing and optimizing existing Aboriginal & Torres Strait Islander funding models to strengthen financial sustainability and operational capacity for BDL's Training College and other ACC RTOs.
* Leading a Community of Practice that fosters collaboration across ACC RTOs to deliver shared RTO services and streamline operations.
* Monitoring and reporting against NSA Stage 1 implementation activities, ensuring insights and lessons learned inform Stage 2 strategies.
This role is pivotal in advancing the objectives of the NSA Closing the Gap (CtG) initiative and its alignment with the implementation plan, including oversight of BDL's Registered Training Organisation – BDL Training College, to ensure outcomes of the implementation plan are met and the BDL Training College Team works collaboratively providing quality training services that are culturally safe & responsive, and are compliant with the Australian Skills Quality Authority (ASQA) '2025 Standards for RTOs.
Key Responsibilities and Duties
* Representing ACC RTOs in collaboration with government agencies, advocating for funding, policy improvements, and program initiatives aligned with NSA CtG commitments, and contributing towards advice, briefings, and recommendations to the NSA CtG Project Lead.
* Planning and coordination of the Stage 2 NSA CtG implementation plan, ensuring clear goals, timelines, and tracking performance in alignment with NSA Strategic Plans and ACC RTO priorities and community training needs.
* Embed the 'Community of Practice' objectives by working in collaboration with other ACC RTO Project Officers, sharing best practices, strategies, and resources to improve training delivery and RTO sustainability, and strengthening partnerships with ACC RTOs to improve operational efficiencies.
* Identify and optimise Aboriginal & Torres Strait Islander funding models to secure sustainable financial support for ACC RTO operations and student services, including preparing and submitting funding proposals that align with NSA Stage 2 implementation objectives.
* Ensure strong stakeholder engagement by maintaining strong working relationships with government agencies, industry bodies, Aboriginal & Torres Strait Islander organisations, and community stakeholders. Promote awareness of ACC RTO training services and achievements within NSW.
* Reporting, Compliance, and Continuous Improvement to monitor, track, and report against NSA Stage 1 implementation activities, and ensuring implementation of activities in Stage 2.
* Maintain accurate data collection to review and report on program outcomes, ensuring insights from Stage 1 inform Stage 2, and report on these findings in alignment with the NSA ACC RTO CtG program requirements.
* Identify and implement continuous improvement measures for operational efficiencies and training delivery, ensuring NSA CtG Stage 1 and Stage 2 implementation activities within the implementation plan, and ensuring accurate data collection is maintained to prepare and provide reports on these findings in alignment with the NSA ACC RTO CtG program requirements.
Cultural Knowledge, Engagement & Understanding
* Strong understanding of Aboriginal & Torres Strait Islander cultural protocols and commitment to working within a culturally safe framework.
* Non‐Aboriginal staff are to actively engage in formal and informal cultural safety competency and consultation to ensure appropriate delivery of culturally safe care and services in alignment with BDL being an ACCO (Aboriginal Community Controlled Organisation).
* Understand the importance of cultural safe language and cultural sensitivities when dealing with Aboriginal & Torres Strait Islander staff, residents, clients and students.
Skills & Experience Relationships/Teamwork/Collaboration
* Manage the CtG Cultural Engagement & Marketing Officer and Administration Student Support & Administration Assistant to promote & market BDL Training College by engaging with potential students and external stakeholders and ensure support of students.
* Manage BDL Trainers & Assessors to ensure appropriate learning methods and outcomes for Students that align with the CtG implementation outcome; for ACCO RTOs to build sustainability.
* An ability to develop quality partnerships with key internal and external clients and stakeholders.
* An understanding of the need for consultation, where relevant, in collaboration with colleagues, coordinators, managers, external partners and other staff. Demonstrated ability to gain cooperation and assistance from all levels of staff and develop and foster positive working relationships.
* Maintain confidentiality and an ability to display respect, empathy and patience towards residents, clients, students, carers and staff while applying a high degree of discretion and maintaining confidentiality.
* Establish and maintain relationships with funding bodies and government departments to remain current with identifying and submitting tender proposals or grant applications.
Planning, Performance and Training College Operations
* Have sound knowledge and/or be willing to learn the ASQA standards and how to apply these when carrying out roles and functions.
* Identify opportunities to drive business growth and create new business opportunities for BDL Training College by working in consultation and collaboration across the whole team co-design strategies to deliver of accredited and non‐accredited training courses.
* Review, analyse and prepare BDL Training College financial forecasts and budgets, in collaboration with the CEO and BDL's Business Services Unit, to ensure BDL Training College's financial viability and sustainability.
* Provide updates and reports to the Chief Executive Officer on the BDL Training College and NSA CtG project milestones.
* Follow BDL's Feedback and Complaints Management and Resolution Policy, completing all actions required of your position to ensure mandatory reporting requirements are met.
Business Development
* Work with industry and community groups to ensure that the continuous strengthening of vocational training and development of industry and community partnerships.
* Participate in strategic initiatives and projects relating to the growth of BDL Training College.
* Remain up to date with trends within the RTO sector and report on those trends.
* Pro‐actively build and maintain positive relationships with key stakeholders and develop partnerships for implementing innovative education and training program.
* Coordinate implementation of CtG priorities by embedding National Skills Agreement objectives across all training and employment programs.
* Integrate RTO operations with broader organisational strategies to improve outcomes for Aboriginal and Torres Strait Islander students.
