Senior People & Culture Business Partner 4-week leave cover | $68 per hour + super | Richmond location We are seeking an experienced Senior People & Culture Business Partner for a short-term 4-week leave cover assignment based in Richmond. This is a senior generalist role within a local government environment, ideal for a confident HR professional who can step in quickly and provide expert, pragmatic advice across the employment lifecycle.Reporting to the People & Culture Business Partnering Lead, this role plays a key part in providing subject matter expertise to leaders and stakeholders, with a strong focus on employee relations, industrial relations, case management, policy development, and workforce analytics.

Key Responsibilities People & Culture Business Partnering

* Provide high-level HR generalist advice across the organisation, delivering contemporary and practical people solutions
* Interpret and apply relevant legislation, Enterprise Agreements, policies, and procedures to ensure compliance
* Lead and contribute to HR-related projects with organisation-wide impact
* Build strong relationships with internal and external stakeholders, offering trusted advice and guidance
* Coach and support managers to effectively manage people matters within established HR frameworks
* Support robust recruitment processes aligned to organisational strategy, values, and delegations
Employee & Industrial Relations
* Provide expert advice on:
o Contracts and conditions of employment
o Performance management, underperformance, and misconduct
o Disciplinary matters and workplace investigations
o Interpretation of Enterprise Agreements and relevant legislation
* Support managers through complex performance, discipline, and behavioural matters
* Respond to grievances and complaints confidentially and recommend appropriate outcomes
* Liaise with managers, employees, and unions to resolve employee relations matters
* Support position description reviews, classifications, and conditions of employment
Policy Development & Organisational Support
* Identify opportunities to develop or improve HR policies and procedures
* Research and develop contemporary, best-practice HR policies
* Support the promotion of the organisation as an employer of choice
* Develop and deliver training sessions on HR policies and procedures
* Provide advice and recommendations on HR operational and policy matters
Workforce Reporting & Planning
* Prepare and analyse workforce metrics and HR reports
* Contribute to workforce planning, attraction, retention, and succession initiatives
* Provide insights, analysis, and recommendations to senior leaders
Safety & Risk
* Promote safe work practices and compliance with legislative and organisational requirements
* Report risks that may impact employee, community, or organisational safety
* Support child safety standards in line with legislative requirements
Skills, Knowledge & Experience Essential:
* Extensive experience (approx. 10+ years) in a senior generalist HR or People & Culture role within a complex organisation
* Strong background in employee and industrial relations, including unionised environments
* Proven experience conducting or supporting workplace investigations
* Demonstrated ability to develop and implement HR policies and procedures
* Strong analytical, strategic, and problem-solving skills
* Excellent interpersonal, communication, and influencing skills
* Ability to provide trusted, pragmatic advice to senior stakeholders
Technical Skills:
* Strong knowledge of HR legislation, ER/IR frameworks, and best-practice HR principles
* Experience with HR systems (e.g. CHRIS21 or similar) and Microsoft Office suite
* Workforce reporting, analytics, and benchmarking capability
Qualifications:
* Tertiary qualification in Human Resources or a related discipline, or equivalent extensive experience
