Join NSW Motorways that was created as a key recommendation of the 2024 Independent Toll Review. By prioritising the needs of motorists, NSW Motorways is dedicated to delivering a safer, fairer and more integrated transport system. It is also responsible for the oversight, management and strategic coordination of the NSW tolled motorway network.
Reporting to the Chief Executive Officer, you will serve as NSW's strategic counterparty to Motorway Concession Deeds, maintaining executive oversight of performance, compliance, and risk. Lead partnerships with concessionaires, government agencies, and stakeholders while safeguarding network safety, availability, government reputation and commercial interests through transparency and best-practice management.
Represent NSW Motorways across government, inter-jurisdictional bodies, and industry forums, advocating for NSW's concession interests. Foster influential relationships that drive integrated decision-making and inform of critical risks, opportunities, and strategic developments. You will also partner with Development and Delivery teams to embed lessons learned into new concession deed development.
Leverage operational insights from existing concessions to inform new deed development (as relevant), translating lessons into enhanced outcomes and stakeholder value. Assess complex technical, financial, and commercial issues to optimise network performance and long-term asset value.
Design and implement evidence-based Assurance and Compliance frameworks for robust network oversight and regulatory adherence. Drive continuous improvement of concession standards and institutional capability, strengthening current delivery and future arrangements.

This is a Permanent full-time Transport Senior Service Executive TSSE1A level role, offering an attractive remuneration package.

About you:
1. Executive concession leadership – extensive experience in Project Co or PPP environments with deep understanding of concession agreements, operational frameworks, and stakeholder and commercial management
2. Commercial negotiation mastery – proven track record leading complex infrastructure transactions, including high-value deals, public-private partnerships, and long-term funding arrangements
3. Strategic financial acumen – strong capability to assess technical, financial, and commercial complexities, ensuring well-informed decisions that optimise network performance and whole-of-life asset value
4. Infrastructure finance expertise – in-depth knowledge of financing models and network optimisation strategies, with ability to apply innovative solutions that enhance efficiency, resilience, and sustainability
5. Government representation – demonstrated success representing government interests including across inter-jurisdictional bodies and industry forums with transparency and accountability
6. Assurance and compliance leadership – experience designing and implementing robust oversight frameworks that drive performance improvement and regulatory adherence
7. Tertiary qualifications in related discipline (engineering, finance, commercial law, public policy) or equivalent relevant executive experience
