About the Role The Senior Business Analyst role sits within the Business Analysis Unit, which is part of the Partnering and Support Branch, within the Corporate Division of the VSBA. The Partnering and Support Branch partners with the stakeholders across the VSBA to support project management data and financials to provide accurate reports and costings to support business decisions. The Partnering and Support Branch is comprised of three teams: • Cost Control Unit • Portfolio Partnering Unit • Business Analysis Unit The purpose of the Senior Business Analyst role is to support the organisation in achieving its strategic and operational goals by identifying business needs and delivering data-driven solutions. The Senior Business Analyst acts as a key liaison between business stakeholders and technical teams, ensuring that business requirements are clearly understood, documented, and translated into effective solutions. Key responsibilities include independent analysis, business understanding, and strong communication skills. Specifically, the role involves: * * Data Governance Framework: o Lead the development, implementation, and continuous improvement of the data governance framework, supporting processes, and procedures across the organisation * Workforce modelling: o Lead workforce modelling initiatives to support strategic workforce planning and the State Budget processes o Collaborate with finance, OIC, and operational teams to forecast staffing needs and analyse workforce trends o Present workforce modelling outcomes and recommendations to senior executives and governance committees * Executive Reporting & Stakeholder Engagement: o Prepare and deliver high-impact reports, presentations, and dashboards for executive leadership and governance bodies o Translate complex data and insights into clear, actionable recommendations o Facilitate workshops and briefings with senior stakeholders to support informed decision-making * Communication & Documentation Excellence: o Demonstrate a high level of written and verbal communication skills in all interactions o Draft clear and concise documentation including process documents, briefing notes, and executive summaries. About the Division The Corporate Division provides corporate support to all VSBA teams and fulfills an important assurance and oversight role. They guide VSBA to achieve strategic objectives and ensure decision-making is transparent and accountable.The division also coordinates communication and consultation with local communities about their school building projects. They develop graphic design and video content, manage our social media channels, lead organisational customer service reform, distribute our e-newsletters and organise ministerial and other events for our projects. The Division also leads the organisational customer service reform and uplift program. About the Victorian School Building Authority The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s. The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants. With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program. About the Department The department provides a wide range of learning and development support and services. The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres. Desirable Qualifications and Experience * Relevant tertiary qualification or certification in relevant business administration or information systems field. * Familiarity with data analysis and reporting. Mandatory: * Knowledge of business analysis principles, methodologies, and tools. * Strong communication, analytical thinking, and problem-solving skills * Proven experience in: o Gathering and documenting business and functional requirements o Process documentation, mapping, and improvement o Working with cross-functional teams, technical and non-technical teams Desirable:• Relevant tertiary qualification or certification in relevant business administration or information systems field. * Familiarity with data analysis and reporting.
