Position overview

The Manager, Procurement Operations is responsible for leading the planning and execution of the Bureau of Meteorology's procurement operations practice consistent with legislation, Government policy and enterprise processes. The role plays an integral part in the overall effectiveness of the Procurement & Contracts function, ensuring both strategic priorities and governance requirements are balanced to support delivery of Bureau strategy.

With significant experience in establishing and improving enterprise procurement practices in an organisation, the Manager, Procurement Operations will collaborate with the Bureau's considerable commercial capabilities to deliver strategic, complex and operational procurements in line with Government policy and industry best practice standards, frameworks, practices and tools.

The role will have full responsibility for leading and managing the Procurement Operations team, including the recruitment and performance management of team members, as well as balancing the resourcing model between permanent staff and contractors. The incumbent must have significant experience in a procurement environment characterised by high volume, active prioritisation, internal engagement, and hands-on delivery of procurements and contracts.

The successful candidate will be expected to be the key support role for the Procurement & Contracts Lead and will demonstrate high-level critical thinking, problem solving and influencing skills to ensure strategic and governance requirements are met for the Bureau. They will develop and maintain productive relationships with the Bureau Executive and Managers to ensure strategic priorities are delivered in conjunction with maintaining ongoing Bureau operations.

Role responsibilities

The responsibilities of the role include but are not limited to:

* Partner with the Bureau's business units to develop, prioritise, communicate, and manage the Bureau's procurement pipeline and write papers for endorsement to the relevant governance bodies.
* Develop individual procurement approaches and plans, balancing business needs and legal and commercial risk, that is consistent with legislation, Government policy and enterprise processes.
* Provide expert advice on procurements to the Executive Team, Senior Leadership Team, and relevant governance bodies to ensure the implementation of, and adherence to, Bureau procurement policies and relevant rules and legislation.
* Act as the senior point of contact on matters associated with procurement on behalf of the Bureau with legal advisors and other relevant bodies such as the Department of Finance and the Australian National Audit Office.
* Engage and manage vendors in support of procurement outcomes and apply commercial acumen and high-level negotiation skills to optimise value for money outcomes.
* Create an environment of, and commitment to, service excellence by consistently meeting and exceeding business expectations.
* Develop efficient process improvements by liaising with internal and external subject matter experts. Review and continuously improve the program’s procurement framework including taking carriage of emerging issues and risks.
* Lead and manage a team of procurement resources, ensuring the team is aware of and using the latest contracting, procurement, financial and risk policies, and guidelines. Ensure the team understands and can apply agreed prioritisation processes. Manage the recruitment, individual development, and performance management of the procurement operations team.
* Ensure quality of outcomes through embedding appropriate governance, assurance, and controls to sustain the integrity of Bureau procurement practices.
* Where required, lead, support and contribute to Bureau negotiations team across a number of complex and strategic RFTs and / or variations to existing agreements, in accordance with the approved deal parameters, including updates to negotiations gap lists and associated documentation.
* Collaboration with negotiations team members including technical subject matter experts, Legal advisor and legal support, pricing and financial analysis, Procurement and Probity advisors.
* Provide input as necessary to executive briefing and approval papers necessary for finalisation and agreement execution.
