About the Role

The Chief Operations Officer (COO) is a key executive responsible for progressing MDAS' strategic goals by overseeing all aspects of MDAS' business operations. The COO is a key member of the executive leadership team (ELT), reporting to the Chief Executive Officer (CEO). The COO currently has 3 direct reports, GM Family & Community Services, GM Health & Clinical Services and GM Operations – however, optimal placement of the GM Operations role is currently being considered.

This role is vital in translating MDAS's vision into actionable plans and processes, ultimately driving culturally grounded efficiency and effectiveness across departments. The COO plays a key leadership role in enhancing productivity and fostering a positive culture across MDAS, impacting performance and growth.

The COO plays a crucial role in developing operational policies and procedures, monitoring performance metrics, and identifying areas for improvement. By streamlining operations and optimising resources, the COO helps the organisation achieve its business objectives while maintaining high standards of quality and service.

Employment Package

* Salary: $220,000 + super
* Plus: Fully maintained vehicle
* Plus: Salary packaging options
* Tenure: 3‐year fixed‐term contract

Key Responsibilities

1. Strategic Planning

* Support the CEO in delivering MDAS' strategic plan and operational/business goals.
* Develop an annual operational/business plan aligned to the strategic plan and ensure completion of deliverables.
* Provide leadership as a key ELT member, ensuring clear alignment with MDAS' values and objectives.
* Identify challenges and opportunities and advise the CEO on organisational performance and strategic direction.
* Identify and pursue business development opportunities aligned with MDAS' strategic priorities.
* Contribute to strategy development, monitoring, and evaluation.
* Ensure MDAS is strategically aligned with other services and partnership opportunities across Victoria.

2. Operational Leadership

* Ensure effective development and implementation of operational policies, systems and processes that support high-quality service delivery and compliance.
* Lead internal improvement initiatives to enhance organisational capability and responsiveness.
* Promote and embed a Continuous Quality Improvement (CQI) culture across MDAS.

3. Reporting and Compliance

* Lead and participate in culturally safe service planning to ensure programs reflect community needs and organisational objectives.Ensure MDAS meets all departmental and industry standards relating to re-registration, accreditation, and credentialing under funding agreements and professional requirements.
* Work with the CEO to develop a transparent and accountable reporting framework.

4. Risk Management

* Monitor the management of high and significant risks, ensuring effective controls and regular review of risk reports.
* Ensure processes for managing lower-level risks are followed and promote a strong risk‐aware culture.

5. Corporate Responsibilities

* Uphold values that respect historical and contemporary Aboriginal cultures, recognising Aboriginal people's deep connection to the State.
* Comply with Quality, Risk and Occupational Health & Safety laws, standards, policies and safe work practices.
* Actively contribute to improving quality and safety of care and services.
* Assist with and support both internal and external audit processes.

Selection Criteria

Leadership and Management

* Extensive executive leadership experience, demonstrated through several years in senior executive positions.
* Strong formal business and operational planning capability.

Stakeholder Engagement

* Demonstrated success in leading ongoing community engagement and embedding consultative practices into everyday operations.
* Proven ability to build strong relationships with funding bodies and drive funding opportunities aligned with strategic goals.

Communication & Interpersonal Skills

* Excellent verbal and written communication skills, with the ability to coordinate and collaborate effectively across MDAS locations and at all stakeholder levels.

Respect for Cultural Diversity

* Demonstrated knowledge of the intergenerational impacts of European settlement and the social determinants affecting Aboriginal communities, especially within the Mallee District.
* Understanding of community control and self-determination in an organisational context.
* Proven ability to develop and deliver culturally informed, community‐led and culturally safe services.

Qualifications

* Bachelor Degree in Business Administration or a related field.

* Current Australian Driver's Licence
* Employee Working with Children Check (Victoria)
* National Police Check
