POSITION PURPOSE/OBJECTIVE

* To assist in the provision of an efficient and reliable Waste service for the community,
including re-use and recycling.
* To improve public understanding of Council's waste management services.
* To provide high quality public relations and ensure customer service is delivered in

accordance with Council's strategic objectives.

* To effectively maintain day-to-day operations within the team, delivering outcomes in
a timely manner that meets operational objectives.
* To employ best practice work processes through seeking to continually improve work
performance, methods and outcomes.
* Maintain daily work records in accordance with directions and report all non-
conformances, complaints, incidents, reworks and other problems to the service co-
ordinator.
* Promote Resource recovery and recycling strategies adopted by BMCC.

Key Internal Relationships: Other staff in Resource Recovery and Waste Services and
Blue Mountains organisation, including Mechanical
Services, BMCC Safety Team.

Key External Relationships: Customers & Public.

KEY RESPONSIBILITIES

* Contribute to help Council deliver its sustainability goals.
* Work cooperatively within the team to deliver outcomes that meet service quality
requirements, or as otherwise directed by the Waste Collection Coordinator
* Maintain a "Team culture" within the whole team based on a positive attitude towards

attendance, increased productivity and work performance.

* Ensure that all vehicles, plant and equipment are kept in good working order and in a
clean and tidy condition.
* Complete all work assigned to your team in a productive and timely manner to
satisfactory standards of quality.
* Complete daily data reports and records in a timely and accurate manner.
* Collect other data, and validate information, as directed. This may include the

provision of written reports, including electronic when requested.

* Maintain communication with Team Leaders, Coordinator, Program Leader and any
other relevant person/department as required.
* Keep up to date with training requirements.
* Operate Plant and Equipment as directed to ensure compliance with relevant
legislation and operator's manual.
* Attend team and branch meetings and keep your supervisor informed of operational
issues that arise.
* Support you Coordinator in other duties as directed.

Safety
* Effectively encourage, promote and enforce safe work practices within the team and
maintain safe work sites in line with Council's Safety requirements.
* Ensure that any workplace injury or incident or system failure is reported and
investigated promptly in accordance with the adopted policies and procedures.
* Implement traffic management controls for each worksite.
* Ensure that on-site risk assessments are completed (including documenting them

electronically) in accordance with Council policies and the Workplace Health & Safety
Act.

* Ensure prompt and appropriate response to all emergencies involving possible danger
to staff and the public.
Customer Service
* Ensure that all dealings with the public are consistent with Council's commitment and

policies to providing a high level of customer service and satisfaction.

* Respond and report in a timely and courteous manner to enquiries, complaints, non-
conformances, incident reports and requests relating to the area of your responsibility.
* Promote the image of Council in all matters pertaining to the Council when carrying
out your duties.

COMPLIANCE & RISK STATEMENT
You are responsible for ensuring that you conduct your risk management responsibilities
as described in council's Enterprise Risk Management (ERM) Policy and Procedure (the
ERM Framework) with the goal of ensuring that potential issues are identified and reported
in a timely manner. In undertaking your work should you identify contaminated materials
or potentially contaminated materials, including but not limited to asbestos contamination
you are required to notify your supervisor and/or appointed person(s) immediately.

Workplace Health & Safety
Ensure compliance with WHS obligations and responsibilities as outlined in Councils
policies and procedures and under the relevant WHS legislation. These include but are not
limited to: identifying potentially unsafe situations or work practices and notifying your
Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative); never
performing a task that you believe is dangerous or for which you do not have the
experience, or have not received appropriate instructions and training or where the correct
equipment to carry out the task safely is not available; always work in a safe manner and
in accordance with safety instructions, where applicable; use the work equipment supplied
for the job, in accordance with the manufacturer's instructions), and any personal protective
equipment, which the Council deems necessary and has provided; be safety aware and
report any actions to your line manager which will assist the Council to meet its legal
workplace health and safety obligations.
You have the right to cease or direct cessation of unsafe work. In addition, you are required
at all times to comply with Councils Asbestos Management Plan and Policy.

COMMUNICATION
The position works in a team environment. This requires both verbal and reading skills
relating to operational matters. The position communicates information across other teams
and provides advice in the development of processes and procedures to ensure continual
improvement in the operation of their work activity.
Occasional polite and accurate information to residents during service provision.

JUDGEMENT & PROBLEM SOLVING
This position is required to:

* Remedy day-to-day problems that arise within their team to ensure successful
completion of assigned work.
* Work in accordance with Council's policies and procedures.
* Identify problems and non conformances in the delivery of work and legal requirements
and remedy these problems if possible or know when to seek assistance to ensure all
problems and conflicts are resolved in a timely manner.

AUTHORITY
This position has no delegations. The position is required to make minor decisions and
undertake initial consultation with the public. Onsite authority to make decisions within
predetermined guidelines. Any decisions requiring further investigation or consultation are
referred to their supervisor.

SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES
ESSENTIAL:

* Current N.S.W. HR Drivers licence.
* Demonstrate ability to organise worksites.
* Capacity to quickly gain knowledge of and ability to operate Heavy rear loading
compactor and / or knowledge of flatbed vehicles with lifting decks.
* Capacity to quickly gain knowledge of tie down and/or secure transport
* Capacity to quickly gain knowledge of, or experience in, waste collection procedures.
* Ability to work with minimal supervision.
* Ability to adapt to changing work environments.
* Ability to complete relevant standard forms such as day sheets, timesheets, incident
reports and injury claims both written and digital.
* Ability to operate heavy plant and equipment.
* Sound commitment to providing quality customer service.
* Knowledge, understanding and commitment to implementing EEO principles.
* Knowledge, understanding and commitment to implementing WH&S Act within the
workplace.
* Construction Induction Certification.
* Ability to read and interpret maps and sound knowledge of the Blue Mountains area.

DESIRABLE:
* 1st Aid Certificate
* Traffic controller qualification
* Forklift licence
* Asbestos awareness
* Ability to use UHF (CB) Radio and mobile phone.
