About the team
The Duty Officer and Coordination team is responsible for:
* Supporting AFMA's compliance programs by identifying and responding to:
* suspected breaches of Australia's fisheries laws
* suspected breaches of international conservation and management measures on the high seas where Australia has an interest.
* Contributing to the development of strategies to detect and deter illegal, unreported, and unregulated fishing in the Australian Fishing Zone and on the high seas where Australia has an interest.
* working closely with our domestic and international counterparts in sharing - information and planning regional fisheries operations to further enhance our abilities to detect and deter illegal, unreported, and unregulated fishing (IUU).

About the role
The Manager, Duty Officer and Coordination, assists the Senior Manager, International Compliance Operations in delivering the following services:
* To provide leadership and direction to a team of people responsible for the delivery of program outcomes and to proactively develop, maintain and encourage a positive workplace culture.
* Providing specialist fisheries advice to assist in the planning and deployment of resources under Australia's civil maritime security program.
* Determining and coordinating actions which are necessary to respond to incursions by foreign Illegal fishing vessels
* Monitoring available sources of data to verify compliance with Australian fisheries laws by Australian and foreign fishers both within the Australian Fishing Zone (AFZ) and on the high seas where Australia has an interest.
* Analysing data holdings, measuring, and analysing the nature and extent of compliance risks and providing decision makers advice about potential compliance threats which undermine the sustainability of Australia's fisheries resources.
* Providing specialist input into various operational strategies to mitigate potential threats to the sustainability of Commonwealth fisheries.
* Providing fisheries monitoring services and advice to a range of government stakeholders including as part of Australia's civil maritime security program.
* Manage team resources effectively and efficiently (staff, supplier, contract, financial) to deliver duties, including performance of staff, budget/expenditure, Work Health Safety (WHS) risks and training.
* Lead team engagement and coordination with other sections to deliver activities.
* Lead engagement and coordination with stakeholders to deliver surveillance and monitoring activities.
In addition to meeting the work level standards (WLS) of the position classification, the duties are:
* Advise on procedures and issues relating to the apprehension of illegal foreign fishing vessels in the AFZ, including the seizure, forfeiture, and disposal of foreign fishing vessels.
* Liaise with personnel from Maritime Border Command (MBC), Royal Australian Navy, State and Territory enforcement agencies, and various other government agencies in relation to day-to-day operations relating to fisheries.
* Engage on tactical response actions for the deployment of resources and on the apprehension of illegal operators and report on unusual and critical incidents to senior management.
* Conduct, and support overt and covert surveillance and monitoring operations.
* Analyse surveillance and monitoring data holdings to identify illegal fishing activity.
* Provide regular input into AFMA reporting on foreign compliance matters.
* Conduct operational planning to ensure AFMA's legislative and international monitoring obligations are met.
Eligibility
To be eligible for this role applicants must:
* be an Australian citizen
* have the ability to obtain, and maintain, a Negative Vetting 1 security clearance
* satisfy the requirements of an Australian Federal Police Check.
