In December 2024, we began providing health, mental health, and wellbeing services across the onshore Immigration Detention network. Our team of nurses, general practitioners, and allied health professionals offer a range of healthcare services, including health assessments, chronic disease management, health promotion, wound management, immunizations, and other primary health interventions. HCA also launched a 24/7 Virtual Care Centre (VCC), offering remote healthcare through telehealth and video consultations to enhance onsite care for detainees.
Job Description
The Clinical Quality and Risk Manager is responsible for providing strategic oversight and coordination of all clinical incidents, consumer feedback, audits, and associated quality improvement activities. This role plays a key part in ensuring organisational compliance, managing clinical risk, and supporting a culture of continuous improvement in line with regulatory and contractual obligations.

* Providing leadership and oversight for the management of all clinical incidents, audits, and complaints across the organisation.
* Identifying, monitoring, and reporting on emerging trends across incidents, complaints, and audit outcomes.
* Maintaining overarching responsibility for compliance with relevant clinical governance and reporting requirements.
* Identifying, coordinating, and monitoring quality improvement initiatives across clinical service areas.
* Managing and maintaining the Clinical Risk Register, including identification, rating, treatment planning, and review of clinical risks.

We are seeking a candidate with demonstrated experience in leading governance functions and managing teams, including mentoring staff, allocating work, and overseeing performance and deliverables. The ideal candidate will also bring a strong understanding of clinical governance, safety systems, and continuous improvement principles, with hands-on experience in incident management, auditing, risk management, and complaints handling.
You will have strong stakeholder engagement skills, including experience partnering with consumers, clinicians, health managers, government agencies and other relevant bodies to deliver high-impact and evidence-informed change. Excellent analytical and problem-solving abilities, combined with strong verbal and written communication skills—including report writing, data interpretation, and professional correspondence—will position you for success in this role.
Previous experience in immigration detention or correctional healthcare will be highly regarded.
