Primary objective
To protect Aboriginal sacred sites by managing and assisting with investigation compliance and education activities, liaising with
custodians and stakeholders, and providing information in accordance with the Northern Territory Aboriginal Sacred Sites Act 1989
(NTASSA).

Context statement
The Aboriginal Areas Protection Authority is an independent statutory Authority established by the NTASSA, designed to effect a
practical balance between the recognised need to preserve and enhance Aboriginal cultural tradition in relation to certain land in
the Territory and the aspirations of Aboriginal and all other peoples of the Territory for their economic, cultural and social
advancement by providing advice on the protection of sacred sites in the context of development..

Key duties and responsibilities
1. Receive and assess complex enquiries relating to sacred site concerns and undertake investigations into alleged breaches
2. Manage prosecutions under the Act in partnership with legal services
3. Consult with a wide range of stakeholders including Aboriginal custodians and landowners in relation to assessing Aboriginal

custodian concerns and investigating allegations of sacred site damage.
4. Provide information on enforcement activities undertaken in compliance with the NTASSA.
5. Develop, implement and review of policies and procedures in support of the compliance and investigation work of the Authority.
6. Assess applications for access to information in accordance with the Information Act 2002.
7. Contribute to the Authority’s public education program about its role and services relating to the protection of sacred sites.
8. Undertake research and strategic projects that support the priorities of the Authority.

Selection criteria
Essential
1. Tertiary qualification in law or other relevant discipline.
2. High level oral and written communications skills, including the ability to prepare sophisticated written reports dealing with a

wide range of complex legal, factual and policy issues.
3. Proven ability to interact and work effectively with a wide range of stakeholders, including Aboriginal Custodians and legal

representatives.
4. Demonstrated skills, knowledge and experience relevant to investigations.
5. Excellent conceptual and analytical skills, with the ability to research, analyse, critically review and present conclusions and

recommendations in an environment where diverse options are present.
6. Skills and experience in mediation, conciliation, negotiation and other alternative dispute resolution techniques, including the

ability to influence change.
7. Proven skills in understanding, interpreting and applying legislative frameworks including criminal.
8. A manual driver’s licence and the ability to undertake remote fieldwork

Desirable
1. Formal qualification in conducting investigations or in alternative dispute resolution.
2. Knowledge of the role and responsibilities of the Aboriginal Areas Protection Authority under the Northern Territory Aboriginal

Sacred Sites Act.

Further information
The preferred or recommended applicant with be required to obtain a working with children’s card and undergo a criminal history
check. A criminal history check will not exclude an applicant unless it is relevant to the position. This position may be required to
undertake travel to remote NT communities and land areas at short notice.
