Katherine Town Council is the Municipal Council for Katherine, NT. Providing services to the Katherine Community relating to rates, roads, infrastructure, animal control, waste management and other core essential services.

At the heart of the Big Rivers region is Katherine, the fourth largest township in the Northern Territory. Outside of Darwin and Palmerston Local Government Areas, Katherine is the next major regional centre closest to the Port of Darwin; the only major multimodal port located in Northern Australia and Australia's gateway to the Asia Pacific.

Katherine is located at a critical crossroads point for Northern Australia and the top end, connecting Perth to Darwin from the west and Adelaide to Darwin through the north/south highway and rail corridor. Katherine services the wider region with access to education and medical services.

Around 8,000 people live in the Katherine municipality. The local RAAF Airbase at the Katherine suburb of Tindal adds around 2,000 to this figure making it over 10,000 people living and working in Katherine.

About You :

* Previous experience in a similar role.
* Demonstrated ability to interpret, apply and explain relevant policy and legislation to a range of staff.
* High attention to detail with the ability to audit and check accuracy of own work.
* Ability to train and mentor staff in payroll of similar process.
* Ability to produce regular and ad hoc reports with the ability to investigate data sets and identify and report on outliers and anomalies.
* Understanding of different responsibilities within an organisation and the ability to influence others to complete their responsibilities within timeframes.
* Demonstrated strong time management skills and the ability to meet deadlines and changing priorities.
* Able to provide problem‑solving advice and guidance within boundaries of policy.
* Current NT Drivers Licence.
* Demonstrated ability to interpret and apply policy and/or legislation and influence correct application in others
* Ability to consult with a wide variety of staff and build trust across teams
* Excellent interpersonal skills and ability to form strong working. Relationships
* Good working knowledge or the ability to obtain good working knowledge of relevant legislation


Position Summary :

This position is responsible for providing accurate, timely, responsive and cost‑effective payroll services to Council. The position interprets employee conditions including Enterprise Agreement, relevant award, legislation and contracts to ensure ongoing compliance and the highest confidentiality, whilst effectively communicating with staff and providing effective customer service.

This position also includes responsibility for providing effective administration of professional human resource systems and work health and safety throughout Council. This position will ensure that human resources functions are delivered in a manner that complies with statutory obligation and Council policies and processes.


Key Requirements :

* Tertiary qualifications in Finance or Payroll and Human Resources
* Previous experience in Local Government role.


Job Responsibility :


Payroll

* Provide accurate and timely interpretation of employee conditions including relevant Enterprise Agreement, Award, legislation and contracts to ensure compliance and the provision of an accurate payroll service.
* Process end to end fortnightly and ad hoc payroll including adjustments, leave, salary packaging, reporting and payroll filing.
* Calculate, check and administer leave reports and leave provisions.
* Provide timely and accurate information to employees regarding pay details as required.
* Facilitate training for new and existing staff and management on payroll requirements.
* Ensure payroll records are accurate through regular audit.
* Maintenance of employee master file data, always ensuring confidentiality of payroll records.


Human Resources

* Actively coordinate and participate in recruitment processes of Council officers by preparing job description, advertising positions, managing the hiring process and onboarding of new employees and manage staffing levels to ensure a continuous service.
* Administration and maintenance of HR and WHS forms and documents
* Administration of HR and WHS systems, including auditing system compliance and actioning items when needed.
* Administration and delivery of Council's training program including conducting skills gap analysis and maintenance of training calendar in line with budget.
* Oversee onboarding and induction of new staff members
* Maintenance of staff records, ensuring security and confidentiality are maintained
* Conducting regular staff consultation regarding WHS issues.
* Provide training and guidance to staff on HR and WHS systems and compliance
* Provide training and advice to staff on HR and WHS policy, documents and processes, use influence to ensure policy and process are completed correctly and on time.
* Perform other duties as reasonably directed by the CEO throughout the course of your employment.

Authority & Accountability

The exercise of discretion within standard practices and processes and may involve the exercise of high precision occupational skills using various specialised techniques, systems, equipment, methods or processes. Positions provide local decisions, direction, leadership and on-the-job training to supervised employees or groups of employees.


Judgement & Problem Solving

Skills to solve problems which require assessment of a range of options having elements of complexity in reaching decisions and making recommendations.


Specialist Knowledge & Skills

Specialist knowledge in a number of advanced skill areas relating to the more complex elements of post‑trades or specialist disciplines either through formal training programs or on the job training.


Management Skills

May require skills in co-ordinating a team of employees, to motivate and monitor performance against work outcomes.


Interpersonal Skills

Persuasive communications skills are required to participate in specialised discussions to resolve issues, including explaining policy to the public and/or others and reconciling different points of view.


Qualifications & Experience

Require thorough working knowledge and experience of all work procedures for the application of technical, trades or administrative skills, based upon suitable certificate or post-certificate level qualifications which may include: (a) post-trade certificate and/or other post-secondary qualification below diploma or degree; or (b) extensive knowledge and skill gained through on-the-job training in accordance with the requirements of the work in this level.
