The Bureau partners with the aviation industry to enhance the safety and efficiency of flight operations through a network of automatic weather observation systems located at airports across Australia. These systems provide real-time weather reports and alerts essential for air traffic controllers, pilots, and other aviation stakeholders. Equipped with advanced sensors and intelligent data processing, the systems deliver accurate, high-resolution weather observations. This supports comprehensive situational awareness of weather conditions on the ground and in surrounding airspace. These observations play a critical role in: • Aeronautical meteorological reporting and forecasting • Air traffic management and control • Pilot flight planning and decision-making In addition to supporting aviation, the data contributes to the Bureau's broader weather monitoring network, benefiting emergency services, industries, and the general public by improving the accuracy of forecasts and severe weather warnings. The Aviation Leasing Manager will be responsible for managing the Bureau's leasing activities as they relate to the Aviation Industry requirements, ensuring security of tenure for industry funded Bureau operations. The successful applicant will possess the following attributes: 1. Demonstrated experience in complex Commonwealth property leasing (knowledge and experience with Commonwealth leasing is mandatory and knowledge and experience in Aviation/Airport leasing is highly desirable. 2. A thorough understanding of the relevant Commonwealth and all State laws relating to leasing, is mandatory. 3. Demonstrated knowledge of the Commonwealth Property Management Framework, Land Acquisitions Act 1989 and Public Governance, Performance and Accountability Act 2013 (PGPA). 4. A proven ability to operate with a strategic focus. 5. A proven ability to plan, prioritise and deliver a complex project in a Commonwealth context. 6. A proven track record of building and maintaining strong and diverse internal and external relationships. 7. Proven ability to succeed in complex negotiations. 8. Proven ability to interpret complex tenure agreements. 9. Proven ability in Native Title and Cultural Heritiage where it relates to land tenure. 10. Excellent leadership, interpersonal, communication and team management skills. Merit pool The selection process will establish a merit pool that may be used to fill similar positions within 18 months. The key duties of the position include The responsibilities of the role include but are not limited to: 1. Complying with all Bureau work, health and safety policies and procedures, and taking reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct. 2. Assist and support the planning and information gathering for the aviation activities. Drive and monitor the onboarding of new sites related to the annual aviation deliverables, ensuring that proactive actions are taken to ensure all sites, lease and licence agreements are valid. 3. Lead the negotiations for new aviation leases, lease renewals, licence agreements, options and market rent reviews ensuring the best possible outcome for the Bureau. 4. Operates, and if applicable ensure the team is compliant, under the responsibilities and limits of authority of the Commonwealth Property Management Framework and the Land Acquisitions Act 1989. 5. Maintain accurate records on leasing related services and activities and provide accurate reports and follow set procedures and processes. 6. Liaise with solicitors to prepare and execute contractual documents. 7. Provide strategic advice to internal and external stakeholders on both complex and non-complex property issues with a solutions-based approach. 8. Develop and provide recommendations for sustainable and practical strategies that ensure the success of the aviation deliverables. 9. Liaise with Observing Systems Operations on aviation deliverables. Attend all aviation related meetings as required. 10. Other duties as directed by the National Leasing Manager. 11. Be aware of, and apply as necessary, the principles and practices of the various elements of the Bureau's Social Justice policies.
