Job Title: Performance Management Framework (PMF) Specialist

Role purpose:
The L4 PMF Specialist will lead the development, implementation and management of a comprehensive Performance Management Framework (PMF) The role works closely with other areas to ensure performance measures align with Defence capability, acquisition and sustainment objectives.
The position is responsible for embedding effective performance measurements into contractual arrangements with the Program Integration Partner and Delivery Partners, supporting value for money outcomes, performance transparency and informed decision-making across the program lifecycle.
Key Responsibilities:
• Conduct stakeholder engagement to identify existing performance measures and develop new KPIs and Strategic Performance Measures (SPMs).
• Develop and deliver a fit-for-purpose Performance Management Framework, including contractual clauses and attachments at the Head Agreement and Tasking Statement levels, in line with Defence policy and existing contractual arrangements.
• Draft and integrate PMF inputs into Approach to Market documentation, including Head Agreement Deed Conditions, PMF attachments, Tasking Statements and Conditions of Tender annexes.
• Develop supporting tools and templates to enable effective tender evaluation, PMF implementation and ongoing PMF management throughout the program lifecycle.
• Deliver information and training sessions to Project Office and evaluation teams to support effective application and assessment of the PMF.

• Extensive experience developing and implementing complex performance frameworks within Defence acquisition and sustainment environments.
• Strong organisational skills with the ability to operate effectively in fast-paced, deadline-driven environments.
• High-level written communication skills aligned to Australian Government and Defence documentation standards.
• Strong verbal communication skills, including briefing senior leaders and executive stakeholders.
• Mature, outcome-focused professional approach with a strong commitment to quality and delivery.
Essential Experience and/or Qualifications:
• Demonstrated understanding of Defence and Australian Government procurement policies and contractual environments.
• Proven experience engaging with internal and external engineering, commercial and technical stakeholders.
• Experience developing contractual and governance artefacts to support tender evaluation and contract implementation.
• Demonstrated experience writing high-quality documentation in accordance with government standards.
• High level of competence using Microsoft Office applications for professional documentation and reporting.
