Primary objective
The position will provide timely and high-quality research and legal support to internal and external stakeholders to support robust
regulation of relevant occupations and industries and the execute the function of the Unit Titles Schemes Supervisor.
Context statement
The position sits within the Occupational and Industry Licensing and MigrationNT branch in the Business and Regions Division, which is
responsible for delivering robust and contemporary occupational and industry regulation, advancing governance and sustainability of
incorporated associations, and growing our skilled workforce and population
Key duties and responsibilities
1. Provide research and legal support to internal and external stakeholders including team members, departmental leadership and
statutory boards in the execution of regulatory functions.
2. Provide advice to members of the public on complex and sensitive matters relating to unit titles and schemes, providing or arranging
conciliation services, approving by-laws, and assisting with legislative and policy reform.
3. Support statutory boards in conducting inquiries and hearings including preparing relevant documentation, liaising with parties and
supporting counsel assisting the board.
4. Assist legal practitioners in representing the department and statutory boards in relevant legal proceedings including coordinating and
instructing counsel, preparing briefs and evidentiary material, managing witnesses and documentation, liaising with relevant parties,
and support matters before boards and tribunals. The role is also expected to have a front facing function, including engaging directly
with internal and external stakeholders, representing the department in meetings and proceedings where appropriate and providing
practical guidance on legal and procedural issues.
5. Maintain a high level of knowledge of relevant areas of the law and of relevant practices and procedures.
6. Provide research, training and support across the division regarding statutory interpretation, administrative decision making and legal
proceedings. This includes developing and delivering information sessions, workshops, guidance material and practical training for
staff, managers and board members to build capacity and support consistent, legally robust decision making across the division.
Selection criteria
Essential
1. Demonstrated experience in interpreting and applying legislation and providing legal support to a range of stakeholders.
2. Demonstrated high level experience in research, analysis, and conceptual thinking to identify, evaluate and prioritise strategies and
policy in a changing environment.
3. Demonstrated high level of written and oral communication skills and the ability to meet the requirements of a wide range of audiences
to provide clear and considered advice.
4. Demonstrated ability to deliver information sessions and provide practical guidance and advice on regulatory matters.
5. Highly developed organisational, interpersonal and leadership skills, with demonstrated high level judgement in responding to changing
situations and circumstances, setting priorities, meeting deadlines and producing work of a high standard – both individually and as a
team member/leader.
Desirable
1. Tertiary qualifications in law or a related field.
2. Knowledge of the Territory, its laws, the workings of government and the development of legislation.
3. Experience in working in a regulatory environment.
