Senior Change Analyst - Cyber Security

We are seeking an experienced Senior Change Analyst to support a large scale cyber security uplift program within a government environment.
This role sits within a digital health and technology operations function and will support the delivery of cyber security initiatives with a strong focus on workforce adoption, structured change management and high quality documentation.
This is a single hybrid role requiring both organisational change and business analysis capability. We are not recruiting separate Change and Business Analyst positions.
Key responsibilities include:
Lead organisational change management activities supporting cyber security and ICT uplift initiatives
Conduct structured change impact assessments, readiness evaluations and stakeholder analysis
Develop governance aligned change strategies integrated with program milestones
Produce high quality executive briefings, decision papers, talking points and workforce communications
Translate complex cyber security and ICT concepts into clear, practical guidance
Undertake business analysis activities including requirements clarification and impact assessment
Develop and maintain operational documentation, knowledge articles and SharePoint based repositories
Provide advice on adoption risks, workforce readiness and change dependencies
To be successful you will demonstrate:
Experience delivering organisational change in complex ICT or cyber security programs
Strong business analysis capability including impact assessment and documentation
Exceptional written communication skills, including executive level materials
Experience in government or regulated environments will be highly regarded
You must be an Australian Citizen and able to pass a National Police Check.
Contract commencing February 2026 through to end of June 2026, with possibility of extension to end of June 2027.
