SUBCONTRACTS MANAGER
The roleThe Subcontracts Manager is a member of the Supply Chain Team and is responsible for the delivery of end to end Subcontract Management support to Saab Australia's projects and programs, during pre-contract (bid) and delivery phase.The incumbent is expected to be an active member of the Supply Chain Team and will support the Senior Subcontracts Manger in delivery of the service.
Further, the successful candidate will:
Design, Implement and Manage subcontract management processes including planning, sourcing, tendering, evaluation, negotiation, execution, management and delivery.
Perform supply chain risk assessments, undertake due diligence tasks, participate in make/buy decision making and provide expert knowledge in support of the capture/bid/project team.
Engaging with the commercial and legal team to determine applicable ASDEFCON head contract flow down requirement for potential subcontracts.
Develop project specific special conditions and work with legal on drafting subcontract templates to ensure compliance with Saab commercial obligations upstream.
Assist in assessment and down select of subcontractors during pre - 'Win Business' phase utilising relevant Saab processes
Prepare briefings for gate reviews and organise contract execution in accordance with guidance from the legal counsel,
Develop project specific procurement strategies and plans and support the project with drafting scope specific RFP suite of documents.
Provide support to other subcontract and procurement team members.
Support project managers and project leadership with reviews, analyses and reporting and optimisation of established subcontracts to improve efficiency and manage spend.
Lead RFP/Q response evaluations in accordance with agreed criteria to achieve 'best value for money' propositions and drive efficiency and productivity for Saab and its customers.
Lead procurement and subcontracts support to programs and projects, including but not limited to:New supplier assessment/evaluations
Subcontracts project governance audits
Provide governance support and lead project and program audits
Work closely with legal counsels to ensure contractual compliance with upstream requirements eg.
Insurance, AIC, etc.
Organising and attending periodic meetings in accordance with the contracts, e.g. CSRs
Manage scope change, variations to Contract and S&Q activities in conjunction with stakeholders.
Work closely with the Legal and Finance team on Milestone payments in accordance with the Contract adjustment mechanisms and Financial Delegation of Authority, including advance payments, Bank Guarantees and PPSR related matters
Lead negotiations, as required.
Flexible work arrangements such as hybrid work from home / office, 9 day will be considered for this role post probation and subject to approval.
About youYour skills and experience will include:
A minimum of 5 years in a subcontract management role, establishing, managing and closing out contracts in the defence industry.
Extensive experience usingASDEFCONcontract suite particularly demonstrated knowledge of IP, defence security, cost principles, confidentiality, liabilities and indemnities, schedule, termination related clauses.
Demonstrated knowledge of the 'end to end' subcontracts management process and experience in strategic delivery of complex, defence subcontracts.
Preparation and presentation of slide decks for internal gate reviews as well as at customer reviews
Proven written and verbal communication skills
Proven commercial acumen with the ability to recognise issues and identify key risk areas
Proven ability to manage internal and external stakeholders and build effective relationships
Demonstrated knowledge and understanding of relevant contract law and proven experience providing briefings and working closely with legal counsels on contractual and other operational matters, as required.
Working knowledge and understanding of Australian and US Government Export control processes
Tertiary qualifications in Commerce, Business, Supply Chain, Engineering or a related discipline.
As a defence security clearance is required for this role, applicants applying should be Australian Citizens and will be required to hold an Australian Defence Security Clearance to baseline/NV1/NV2 level or have the ability to gain one.
