We are seeking an experienced Program Manager to lead a major Human Capital Management Solution (HCMS) transformation program for a large government department. This role will oversee the deployment of SAP SuccessFactors EC, ECP and HCM, beginning with Recruitment and Onboarding modules as part of a highly integrated enterprise system implementation.
Reporting directly to the Executive Director, this role will provide leadership across internal teams, vendor partners and specialist consulting resources to ensure successful delivery.
Key Responsibilities Program Leadership & Delivery
* Lead planning, coordination and execution of the HCMS program end-to-end
* Oversee the integration of SuccessFactors EC, ECP and HCM modules across the environment
* Manage the full program lifecycle including design, testing, deployment and post-go-live support
* Drive delivery across internal, vendor and consultant teams, fostering a collaborative delivery culture
* Build strong engagement across technical and business stakeholders
* Facilitate key forums, workshops and steering activities, ensuring alignment and transparency
* Proactively manage risks, dependencies and constraints
* Implement mitigation and contingency planning across the program
* Maintain governance structures and reporting cadence
Financial & Resource Management
* Manage program budgets, forecasts, and cost tracking
* Ensure resource allocation and scheduling aligns to program objectives
About You:
You will bring strong leadership capabilities and a track record of delivering large-scale, complex HRIS or enterprise system implementations within regulated environments.
* 5–7+ years program management experience
* Minimum 3 years delivering enterprise HRIS programs (ideally SuccessFactors EC, ECP, HCM)
* Experience delivering multi-vendor, multi-stream programs
* Strong stakeholder management across executive, corporate, and delivery functions
* Experience working in government or highly regulated industries
* Strong budget, reporting and governance capability
* Ability to operate in high-stakes and fast-moving environments
* Prince2 or relevant PM methodology certifications
* SAP SuccessFactors or HRIS-related certification
