The Australian Communications and Media Authority (ACMA) is an independent Commonwealth statutory authority responsible for the regulation of broadcasting, radiocommunications, telecommunications and some online content. Who we are
The Communications Infrastructure Division manages the planning and availability of radiofrequency spectrum. It manages the issue and renewal of licences for broadcasting, radiocommunications and telecommunications services, in addition to monitoring the compliance of services with technical standards and licence conditions.
The Spectrum Planning and Engineering Branch coordinates and undertakes planning of Australia's radiofrequency spectrum within legislative responsibilities and government policy objectives. The Branch is highly regarded for its professional and engineering expertise and is recognised worldwide by its spectrum management peers. Key areas of focus for the Branch include planning for broadcasting services, satellite communications, wireless broadband services (including 4G and 5G technologies) and other fixed, mobile and radiodetermination services that support a range of consumer, commercial, transport and government applications.
About the role
As a Spectrum Planning Engineer, you will apply your expertise and technical knowledge to a range of engineering projects. The role will provide an opportunity to showcase your expertise and technical knowledge, providing advice about a range of spectrum related matters. These will cover the full gamut of radiocommunications services from low power short range devices through to complex systems supporting essential services around Australia.
These roles also offer an opportunity for exposure to the international regulatory environment via the agency's involvement in the Radiocommunications Sector of the International Telecommunication Union and the Asia Pacific Telecommunity. We are looking for multiple qualified people to fill vacant Spectrum Planning Engineer roles. The APS5 positions are generally suited for recent graduates with some work experience, while the APS6 positions are generally suited for more experienced engineers.
Key duties
Key technical duties of the role include:
Undertake technical and regulatory work to support the development of policy and frequency plans for radiocommunications usage in Australia.
Assist in identifying and analysing risks and planning and implementing risk response actions.
Prepare technical/engineering reports and correspondence under limited direction.
Undertake research, technical and engineering studies, including computer-based modelling analysis of radiocommunications systems under limited direction.
Undertake technical activities including analysis and identification of interference issues.
Liaise with the community, industry, stakeholders and other government and external agencies.
In addition to the above responsibilities, a Spectrum Planning Engineer (APS6) will also:
With limited direction, undertake spectrum planning work of varied complexity to develop, implement and create technical and regulatory solutions using appropriate engineering, technical and regulatory methodologies.
Exercise both initiative and judgement to provide advice and contribute to supporting the strategic direction of the ACMA in the spectrum management area.
Provide technical advice to clients and apply spectrum engineering knowledge to analyse and resolve spectrum planning issues, including preparing relevant strategic advice where appropriate.
Eligibility
To be eligible for employment with ACMA, applicants must be an Australian citizen.
The successful candidate will also be required to obtain and maintain a Baseline level security clearance. More information on the security clearance vetting process is available on the Australian Government Security Vetting Agency (AGSVA) website.
Notes
Suitable candidates will be placed in a merit pool from this selection process and may be used to fill similar ongoing roles in other areas of ACMA. Non-ongoing opportunities may be offered as a specified term.
