About the Role
For the first time in over eight years, CLCN is opening this role to the public. As the organisation enters a period of rapid expansion, we're looking for a People and Culture Manager to lead and coordinate CLCN's core people functions — including recruitment, volunteer experience, onboarding, wellbeing, retention, and organisational culture. You will set strategies, provide leadership across people-related initiatives, and ensure CLCN remains a place where volunteers feel safe, supported, and empowered to grow.
In this role, you will shape the volunteer lifecycle from attraction to alumni, lead recruitment efforts to bring in the right talent, champion psychological safety and belonging, and guide teams to deliver high-quality people practices that strengthen CLCN's culture and community impact. This position suits someone passionate about developing people, building inclusive environments, and embedding best-practice HR principles within a dynamic, volunteer-driven organisation.
Key Responsibilities
As a People and Culture Manager, you will:
* Provide leadership and direction across CLCN's people functions by setting strategies for recruitment, volunteer onboarding, engagement, development, and retention that reflect the organisation's values and growth priorities.
* Lead and manage CLCN's recruitment process — from role design and candidate attraction through to screening, interviews, and placement — ensuring the organisation brings in talent aligned with its mission and culture.
* Maintain ownership of CLCN's volunteer experience framework, ensuring that wellbeing initiatives, the buddy system, and volunteer care practices are consistent, meaningful, and actively supported across all teams.
* Collaborate with other managers to identify people-related needs, support team health, and ensure volunteers are well-matched to roles that develop their capability and confidence.
* Coordinate with the Managing Director on organisational culture priorities, reporting key insights on volunteer engagement, satisfaction, and areas for improvement.
* Develop and manage people and culture SOPs, standards, and documentation — including onboarding guides, role descriptions, Individual Development Plans (IDPs), and recognition practices — to support a structured and professional volunteer environment.
* Identify and implement improvements to people processes, tools, and workflows that strengthen volunteer belonging, psychological safety, and operational effectiveness across CLCN.
Who We Are Looking For

* Experienced in human resources, people and culture, recruitment, or organisational development (5+ years preferred).
* Confident in designing and managing recruitment processes, onboarding, engagement, and wellbeing initiatives.
* Organised, empathetic, and able to manage multiple people priorities and stakeholder relationships simultaneously.
* Effective communicators who can build trust with diverse teams and provide clear, supportive guidance.
* Passionate about youth engagement, multicultural inclusion, and community-driven impact.
* Experienced in coaching, mentoring, or supporting the development of individuals or small teams.
* Understanding of cross-cultural dynamics and able to foster inclusive, psychologically safe environments.
* Familiar with HR frameworks, volunteer management principles, or workforce planning.
* Understanding of volunteer-based environments and able to work effectively within a community-focused, non-profit context.
