Overview

We are seeking a highly capable Organisational Change Management professional to support the continued change capability maturity by delivering the Bureau's Change Management Service Offering.

This role plays a key part in supporting the realisation of the Bureau's Strategy 2022-2027, providing expert guidance to executive sponsors, program and project managers, as well as other enabling roles such as business analysts and communications professionals.

The successful candidate will build and maintain strong relationships with key business areas and stakeholders to ensure that change management planning accurately captures and assesses the impacts of change. They will also develop and implement effective strategies to enable the successful adoption and sustainability of new ways of working designed by program and delivery teams.

The role also delivers targeted training and coaching, using the Prosci Change methodology, to Bureau leaders and teams to build capability to lead and sustain effective change adoption.

Additionally, the role will contribute to the ongoing development of the Bureau's change management framework and approach, through the use and maintenance of key artefacts, tools, templates, and reports.

Experience working within government and familiarity with delivering projects that have a customer or community impact is highly desirable.

Key duties

* Deliver Prosci training courses to targeted Bureau people leaders and impacted teams followed by individual coaching as required to support the ability and reinforcement in the application of effective change management practices.
* Develop end-to-end change management plans that align with the Awareness, Desire, Knowledge, Ability, and Reinforcement (ADKAR) model to ensure impacted groups adopt and sustain new ways of working.
* Work with program and project delivery teams (which may span multiple portfolios) to lead the planning and support the execution of effective change management activities.
* Create and maintain key change management artefacts, tools, templates, and reports for assigned programs and projects.
* Capture and analyse data through stakeholder engagement to develop evidence-based change management activities that address relevant change impacts.
* Design and conduct assessments to gauge the effectiveness of change management activities and ensure business readiness.
* Build and maintain strong relationships with key business partners, including the Enterprise Project Management Office (EPMO), and stakeholders involved in delivering the Bureau's Strategy 2022-2027.
* Maintain professional knowledge in change management and continue to develop expertise in relevant skills and methodologies.
* Contribute to the ongoing development of the Bureau's organisational change capability through induction and onboarding activities, active participation in enterprise transformation forums and communities of practice, and contributions to enterprise reporting and heat maps.
* Comply with all Bureau work health and safety policies and procedures and take reasonable care of your own health and safety, as well as that of employees, contractors, and visitors who may be affected by your actions.
* Demonstrate commitment to the Australian Public Service (APS) Values, Employment Principles, and Code of Conduct.

Eligibility

Experience

* Has a successful track record of undertaking a similar role delivering expert change management in a complex environment.
* Can demonstrate the ability to perform strategic analysis and synthesise complex information to provide evidence-based reporting and recommendations to support change activities.
* Experience in applying better practice approaches to all aspects of change management.
* Demonstrated experience in building change management capability through the delivery of training and coaching programs.
* Able to show flexibility and responsiveness to changes in requirements.
* Can demonstrate strong verbal and written communication skills to influence, solve problems and negotiate with stakeholders.
* Certification or several years' experience as a practitioner of recognised change frameworks, models and techniques.

Mandatory Qualifications

* The candidate must state their agreement to have or obtain (at Bureau expense) and maintain a baseline security clearance.

Desirable

* Experience working within government.
* Certification in the PROSCI change management methodology (ADKAR)
* Certification as a Prosci Train the Trainer (level 1)
* A degree or diploma of an Australian educational institution, or a comparable overseas qualification, which is appropriate to the duties; OR other comparable qualifications, which are appropriate to the duties.
