Offer description

About usPPS Water Group is setting the standard in water infrastructure across Western Australia. Our values of PIPES: Pride, Integrity, Passion, Efficiency, and Safety, run through every project and every decision.

We deliver end-to-end project solutions, including pipeline construction, dewatering, pumping, civil works, and electrical systems. Backed by one of WA's largest specialist fleets, our team delivers some of the most complex and critical water infrastructure projects in the resources sector.

What makes us different is our people. PPS is a workplace where high performers thrive together. You'll join a team that supports, challenges, and inspires each other to deliver excellence on every job, every time, and where taking pride in your work is just the standard.

About the Role

We are looking for an experienced Estimating Manager to lead PPS Water Group's tendering and estimating function across our full scope of projects.

This is a senior, hands-on role suited to someone who understands the Western Australian resources and construction landscape and is comfortable owning the estimating workflow end-to-end, not just overseeing it.

You will work directly with Tier 1 clients, suppliers and internal teams, and be deeply involved in producing accurate, high-quality estimates. You will be responsible for the full estimating process, providing commercial and technical direction while also completing the detailed work yourself.

You'll work closely with the COO and senior leadership team on strategic bids and major tender submissions. This is a key role in a high growth business, with strong visibility and the opportunity to influence work winning strategy at a senior level.

Key responsibilities

* Lead and personally deliver the end-to-end estimating and tendering process across all PPS project streams.
* Develop accurate, risk-aware estimates for our full scope of projects.
* Work closely with the COO and Delivery Teams to shape bid strategy, pricing, methodology and submission quality.
* Engage directly with suppliers and subcontractors to secure competitive pricing and scope clarity.
* Drive improved estimating standards, procedures and governance across the business.
* Support client engagement during tender clarification, negotiation and award phases.
* Provide technical and commercial input into tender reviews, budget development and proposal documentation.

About You

You're an experienced estimating professional with strong knowledge of WA mining and construction projects, especially in water infrastructure, pipelines, HDPE, dewatering, mechanical and civil works.

You are hands on, detail driven and confident producing accurate estimates yourself while also shaping commercial direction and engaging with senior stakeholders.

You work well with project managers, engineers and executives, and you're comfortable owning the estimating function end-to-end. You're accurate, organised and confident standing behind your work, even when timelines are tight or project scopes change.

To succeed at PPS, you will need:

* Strong estimating experience in WA resources or construction
* The ability to manage multiple tenders at once, under time pressure
* Solid commercial judgement and practical risk awareness
* Confidence dealing directly with clients, suppliers and Tier 1 partners
* Excellent communication and stakeholder skills
* A willingness to take ownership and do the work yourself, not just oversee it

What we offer

* Flexible start and finish times
* Flexibility for appointments and personal commitments
* Occasional work from home as needed
* Discounted Qantas Club membership
* Novated leasing and salary sacrificing through Paywise
* Travel offers and special rates through our partner Corporate Traveller
* Corporate discount on Medibank health insurance
* Discount at Harvey Norman (Midland)
* Regular staff social events and activities

Flexibility at PPS

We offer flexibility that supports work–life balance while still meeting the needs of a fast-paced operational environment. This includes reasonable adjustments to hours, personal commitments, and occasional work-from-home arrangements where the role allows.

Our approach is based on trust, accountability, and reliability, flexibility that works for both our people and the business.
