Manager Water Service Planning and Optimisation

About the role

Logan City Council is seeking a
Manager Water Service Planning and Optimisation
to lead the planning, prioritisation and scheduling of maintenance and operational activities across Logan Water's asset portfolio. Sitting within the Water Service Delivery branch, this role ensures our water and wastewater assets meet service objectives throughout their life and that maintenance practices are comparable with the best Australian water utilities—efficient, effective, value‑for‑money and customer‑centric.

As the Manager Water Service Planning and Optimisation, you will integrate planning, maintenance and operations to lift planned maintenance volumes, reduce breakdowns and improve whole‑of‑life asset outcomes. You'll use data‑led decision making to set clear strategies, standards and schedules; optimise resources and logistics; and work closely with Operations, Maintenance Delivery, Asset Planning & Performance and Finance to turn insight into measurable performance, cost and service improvements.

Key indicators:

* Lead analysis of asset performance, growth and customer needs to develop long‑term asset strategies that improve whole‑of‑life outcomes and guide maintenance/renewal investment.
* Define and communicate best‑practice asset standards and quality requirements to drive seamless commissioning, completion, handover and acceptance with internal teams and delivery partners.
* Develop and implement Logan Water's maintenance strategy and medium‑term schedules for all asset classes—balancing service, cost and risk to increase planned maintenance and reduce reactive repairs.
* Plan and schedule works to enable effective fatigue management and optimised resource allocation, including after‑hours repair planning that safeguards safety and efficiency.
* Package work types and locations, optimise crews and equipment, and triage reactive work to deliver more planned maintenance while efficiently addressing urgent repairs.
* Build and run governance, processes and a work‑order framework that standardises planning/scheduling and enables transparent prioritisation and rescheduling as risks emerge.
* Provide technical input to annual and multi‑year maintenance budgets, including optimal resource requirements; oversee cost control, monitoring and reporting for the program.
* Coordinate isolation planning, reviews, permitting and operational interfaces to support efficient maintenance delivery and minimise customer and network impacts.
* Embed data capture during maintenance delivery and ensure adherence to technical standards and regulatory obligations across water, wastewater and recycled water assets.
* Lead incident response planning for maintenance: define roles, resourcing and escalation; manage service resilience and disaster management responsibilities.
* Drive continuous improvement and benchmarking; use the Common Information Service and performance data to identify optimisation opportunities and close feedback loops.
* Build collaborative relationships across Logan Water and external stakeholders to enrich strategic decision‑making and enable integrated, end‑to‑end service delivery.

You'll possess

* Extensive experience designing strategies and frameworks for planning and scheduling maintenance of large‑scale water and wastewater networks, including advanced treatment facilities.
* Proven record leading maintenance‑focused business transformation that improves commercial outcomes, service reliability and lifecycle value.
* Strong understanding of environmental, social, legislative and financial frameworks within the Australian water industry.
* Demonstrated ability to deliver best‑practice safety, environmental and regulatory compliance through disciplined planning and quality governance.
* Track record driving innovation, sustainability and continuous improvement in maintenance planning and service delivery.
* Expertise in end‑to‑end logistics management—planning and scheduling people, plant, fleet, equipment and technologies—supported by efficient management systems.
* Commercial acumen to build robust budgets, control costs, optimise resource allocation and report performance with transparency.
* High‑level communication, consultation, negotiation and influencing skills with internal and external stakeholders on matters of strategic importance.
* Collaborative leadership that fosters a high‑performance culture, grows multidisciplinary capability, and embeds a safety‑first, customer‑centric mindset.

Requirements

* Appropriate Engineering degree (or equivalent) and substantial leadership experience at manager level in complex, strategic water industry environments. (Engineers Australia membership and RPEQ registration/eligibility.)
* Undergo Pre-employment Financial Checks
* Mandatory vaccinations: Hepatitis A, Hepatitis B, Tetanus, and Q fever.
