About the role
Mens Outreach Service Aboriginal Corporation (MOSAC) provides a range of support services tomen, women, their families, andcommunitiesin the Kimberley. Based in Broome, with services delivered to remote communities and towns across the Kimberley,MOSAC is a leader in delivering family domestic violence services, youth services including suicide prevention and peer mentoring programs, and ‘drop in', outreach and prison-based services for men facing complex challenges. MOSAC’s mission is Strong Men, Strong Families, Strong Communities, which is realised through the impact of our programs and the work of our outstanding team, many of whom have significant lived experience.
MOSAC is seeking a highly experienced and values-driven Chief Operating Officer to provide executive leadership across Operations, People, and Performance. This is a pivotal role responsible for ensuring our organisation delivers high-quality, culturally secure, and sustainable services to clients and communities across the Kimberley. Reporting to the CEO, the COO strengthens organisational capability, drives operational excellence, and builds a culture of respect, accountability, and continuous improvement. The role also acts as a trusted advisor to the CEO, translating strategic direction into effective programs, partnerships, and people outcomes.
Your duties will include:
* Provide executive leadership across daily operations, ensuring programs deliver culturally secure, high-quality, and client-focused services
* Lead, mentor and support Family Outreach Service (FOS)/Men’s Outreach Service (MOS) Managers and the HR Manager to strengthen performance, compliance, and service outcomes
* Oversee FOS and MOS program delivery, funding compliance, reporting, and partnership engagement with government and stakeholders
* Drive organisational systems, policies, risk management, and quality frameworks to support continuous improvement and operational excellence
* Contribute to strategic and financial planning, including budgets, acquisitions, workforce planning and long-term organisational sustainability
* Champion people, culture and capability by supporting leadership development, managing change, and embedding cultural security across all teams.
As the successful applicant, key attributes you will have:
* Proven experience in senior operational leadership within community services, health, NFP or government
* Experience managing multiple programs in complex environments
* Strong financial management capability including budgets and contract compliance
* Exceptional communication, negotiation and stakeholder engagement skills
* Experience working effectively with Aboriginal communities, staff and partners
* Ability to lead teams through change, build capability and foster a culture of accountability and respect
* Experience managing risk, quality and compliance frameworks
* Relevant tertiary qualification in management, community services, health, business, or related field.

What we offer:
$152-157K per annum (pro rata), 5 weeks annual leave with 17.5% leave loading, SGC superannuation, Not for Profit generous salary packaging, anniversary payment after 12 months of employment, additional 7 days leave at Christmas, 2 wellness days per annum, access to Employee Assistance Program (EAP) and study opportunities.
