The Royal Commission into Victoria's Mental Health System highlighted the importance of identifying and supporting children with mental health challenges early. This initiative aims to provide opportunities for every government and low-fee non-government primary school in Victoria to employ a Mental Health and Wellbeing Leader to implement a whole-school approach to wellbeing.

The Department of Education has been piloting this initiative since 2020 and evaluation has shown that it has improved school capacity to support students' mental health and wellbeing needs by 95%.
